Division: Community ServicesDepartment: Building StandardsTerm: 1 Temporary Full Time position available for approximately 12 months.Closing Date: 12/09/2025Labour Group: CUPE 59Posting: 4763Job SummaryUnder supervision of the Building Standards Manager (Field Inspections), this position supervises a team of Commercial Building Inspectors that conduct routine commercial building inspections. The supervisor is the main point of contact for commercial inspection inquiries and is responsible for the efficient coordination of day-to-day activities assigned to the section.Duties & ResponsibilitiesSupervises, plans, organizes, assigns work to, and performs duties of staff engaged in the inspection and enforcement of building regulations of buildings that fall under Part 3 and Part 9 of the National Building Code.Acts as the main point of contact for internal and external customer inquires related to commercial building inspections. Investigates and resolves complaints or refers such matters to the appropriate contact and ensures that inquiries are resolved within appropriate timelines.Supervises and assists staff in resolving technical inspection requirements which may involve departmental coordination to resolve.Interviews, and assists with the selection of staff, and completes performance appraisals.Provides training for direct reports and permit system users.Monitors the performance and productivity of the Section and makes recommendations, as required, for staffing adjustments and overtime to meet established service levels.Coordinates, prepares reports and performs site checks of properties and building inspections in response to subdivision requests, building relocation applications, occupancy permits, fire damaged buildings, complaints, City Council referrals, Fire Department requests, and as otherwise required.Assists with the development and implementation of changes to the building inspection program, procedures and code interpretations used by staff and the public.Discusses details of building construction, alterations and repairs, and responds to general enquiries, related to inspections, with contractors, property owners, designers and other interested parties.Monitors projects to ensure permits are being inspected and completed in a timely manner and recommends actions to be takenPerforms other related duties as assigned.QualificationsEducation, Training and Experience RequirementsGrade 12 education.Possession of a Saskatchewan Journeyman Carpenter Certificate, including completion of an apprenticeship program plus five years' subsequent related journeyman trade experience, including two years' supervisory experience and two years' of commercial Building Inspector experience OR graduation from a two-year, post-secondary architectural, mechanical, civil or other related engineering technology program, plus five years' subsequent related building construction experience, including two years' supervisory experience and two years' of commercial Building Inspector experience.Possession of a valid Class 3 Building Official Licence.Possession of a valid Saskatchewan Class 5 Driver's Licence and a vehicle suitable for use in the performance of duties.Current driver's abstract from SGI demonstrating a safe driving record.Knowledge, Abilities and SkillsThorough knowledge of the National Building Code, City Council Policies related to the inspection program, the Private Swimming Pools Bylaw and The Construction Codes Act and Regulations.Considerable knowledge of the National Energy Code for Buildings, the Zoning Bylaw, and the Maintenance Bylaw.Considerable knowledge of the evaluation of structural sufficiency and health hazards of damaged buildings.Demonstrated ability to read and interpret construction drawings.Demonstrated ability to plan, coordinate and supervise the work of assigned staff including the preparation and delivery of performance appraisals, effectively implementing change, and supporting staff working together collaboratively.Demonstrated ability to exercise considerable judgement in the issuance of orders and prosecution.Demonstrated ability to communicate effectively, orally and in writing to various individuals and groups, including owners, contractors and designers.Demonstrated ability to work with minimal supervision and maintain a high level of confidentiality.Demonstrated ability to lead and support staff in resolving complex issues with internal and external customers while meeting or exceeding service standards when interacting with customers.Ability to interpret, and to make decisions in accordance with, established policies and procedures.Ability to understand and navigate construction drawings and utilize drafting, permit processing, and Enterprise Resource Planning (ERP) workflow management and drafting software).High level of skill in word processing, spreadsheet, workflow software and ability to quickly learn new software in alignment with advancements in industry software as well as ERP advancements.Requires Security CheckAcceptable current Criminal Record Check (CRC) and Vulnerable Sector Search (VSS) upon offer of employment.Additional RequirementsOvertime is required.Weekly Hours: 36.67Salary Range: $84,112.56 to $92,733.12 CAD per annum (2025 rates)Diversity, Equity and InclusionThe City of Saskatoon offers an inclusive workplace that embraces diverse backgrounds.
