Range of Pay: Group 16 $148,790.88 to $175,227.57 per annum

Main Function: Reporting to the General Manager of Community Well-being, this position is responsible for the complete management, direction and operation of the Children and Social Services Division, in support of quality customer service outcomes, and the Business Plan for the Division. This position fulfils a corporate controllership role for this function.

Duties:

  • Responsible for the preparation and execution of an annual Business Plan covering all mandated services of the Children and Social Services Division, in concert with the budgeting process and in consultation with shareholders. Updates on the Plan will be provided to the General Manager of Community Well-being and will detail service goals, expected service/performance outputs, resource inputs and the performance measures used to assess the Division's performance against the established goals.
  • As the senior administrator of the Division designated as statutory position of Service Manager for Early Learning and Child Care and Ontario Works Administrator responsible for the following functional areas: Ontario Works Programs and Children Services. Also responsible for the financial resources of the Division along with Provincial subsidy claims.
  • Provide direction and over-all co-ordination of activities within the Division.
  • Administer the Ontario Works Act, Child Care and Early Years Act and related legislation and programs;
  • Negotiate with Provincial and Federal officials with respect to program targets, performance-based funding, staffing, financial, administrative, information technology, and other conditions which relate to the operation of the Divisional programs;
  • Administer, develop and implement policies on all aspects of the Divisional operations;
  • Prepare and manage annual Divisional budgets, oversee forecasts prepared by staff; prepare regular budget updates for the General Manager of Community Well-being;
  • Liaise and advocate with Ministry of Community and Social Services, Ministry of Education, Ontario Municipal Social Services Association, Social Services administrators, community groups, Federal government and other parties concerned with operational and policy issues while engaging in Community Well-being initiatives;
  • Responsible for the policy requirements and delivery of the Divisional programs in accordance with legislation and local priorities; ensure the effective and efficient administration and financial management of municipal, Provincial and Federal funds for same.
  • Ensure that the Eligibility Verification Process (EVP) validates the efficient operation of the Ontario Works Program.
  • Manage the financial, human and physical resources of the Division in alignment with City of Greater Sudbury's (CGS) vision and values, and in accordance with the annual Business Plan.
  • Respond to customer concerns regarding the services provided by the Division; review and monitor employee and customer satisfaction; recommend and implement proactive actions and/or resolutions.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.

Qualifications

Education and Training:

  • University degree in a related discipline (e.g. Social Sciences, Public or Business Administration) from a recognized University with Canadian accreditation.
  • Obtain IMS 200 within the first year of employment and participate in regular training as required.
  • Additional education initiatives to update and expand competencies.

Experience:

  • Minimum of eight (8) years of senior level experience in the management of large, unionized, and highly diversified public or private sector organizations, including four (4) years managing a similar function.

Knowledge Of:

  • CGS's priorities.
  • Applicable legislation and related regulations.
  • Current and emerging management issues within CGS as they affect the Social Services Division.
  • Best practices within areas of responsibility.
  • Horizontal linkages to other relevant governmental levels and services as well as the private sector.

Abilities To:

  • Understand and meet the needs of customers.
  • Prepare and monitor operating and capital budgets.
  • Translate CGS's vision for others both within and outside the organization.
  • Build the values of the organization into Divisional programs, services and policies.

  • Share power horizontally and vertically.
  • Provide a stabilizing influence within the Division.

Personal Suitability:

  • Mental and physical fitness to perform essential job functions.

Language:

  • Excellent use of English; verbally and in writing.
  • French verbal skills highly desirable; written skills an asset.

Other Requirements:

  • May require the use of a personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver's license, have an acceptable driving record, and personal insurance coverage.
