Position Summary:
The Manager, Parks Technical Services is responsible for the leadership of the Parks Technical Services Team within the Department of Parks and Open Space Services. Reporting to the Director of Parks and Open Space Services, this role provides leadership for specialty services including Irrigation Services, Urban Forestry Services, Integrated Pest Management (IPM) Field Services, Horticulture Services, Open Space Lab Service, and City Centre Maintenance.
As a member of the Department's management team, the Manager leads and/or participates in Department or City-wide projects and special initiatives.
Key Duties & Responsibilities:
Operational Planning
Contribute to the development of the Departmental long-term plan and broader annual plan.
Lead the development and implementation of the Parks Technical Services Branch annual operational and capital planning in the context of City and Department plans.
Set objectives, service levels, and performance targets.
Establish performance metrics, monitor progress, evaluate results, and reallocate resources as necessary.
Undertake research to develop policies, services, programs, procedures, and alternative funding sources.
Ensure development and implementation of policies, systems, and procedures across all areas of mandate.
Financial Management
Lead and develop fee strategies for program areas.
Lead Branch budget development and ensure timely and accurate forecasting, monitoring, and mitigation strategies.
Align financial management practices with City standards and develop Branch-specific practices if required.
Approve procurement and business cases.
Lead efforts to secure external funding, including grants and federal/provincial partnerships.
Stakeholder Relationship Management
Develop relationships and implement corporate priorities.
Provide advice, guidance, and information on areas of subject matter expertise to senior City leaders.
Respond to escalated service complaints related to bylaws, policies, programs, and services.
Negotiate and coordinate leases, licenses, contracts, agreements, and partnerships with external and internal stakeholders.
Meet with community representatives, partners, and other stakeholders to plan programs and resolve service issues.
Human Resource Leadership
Develop annual Branch-wide workforce plan focusing on capacity and competency needs.
Provide direct leadership, mentoring, training, and coaching to supervisors, coordinators, and staff.
Conduct all-staff sessions and performance planning (goal setting, review, assessment).
Monitor Branch culture and productivity and intervene when necessary.
Lead Branch-specific employee/labour relations issues, including grievance and arbitration processes.
Ensure adherence to collective agreements.
Risk Management
Ensure Branch policies, procedures, and practices are maintained and adhered to.
Monitor and report on performance targets.
Proactively identify operational risks and develop recommendations/action plans.
Lead corporate safety initiatives and promote a safety-focused culture.
Operational Accountabilities
Provide oversight for the development and delivery of all irrigation, urban forestry, IPM, horticulture, and City Centre maintenance services.
Oversee inventory management of materials, equipment, and resources for day-to-day operations, capital programs, and services.
Ensure quality of work within the Branch, including external contractors, meets identified standards.
Lead development of capital needs (replacement and acquisition) and manage capital projects to enhance and protect assets.
Ensure team is meeting objectives set within Official Community Plan, Parks Masterplan, Urban Forest Masterplan, and related bylaws.
Technical Oversight & Program Delivery
Oversee technical programs including tree maintenance/removals, turf management, plant health care, irrigation systems, and playground inspections.
Ensure compliance with legislation, environmental regulations, and industry standards.
Evaluate new technologies and methods to improve service delivery and resource efficiency.
Knowledge, Abilities & Skills:
Core management practices including service delivery models, policy development, planning, budgeting, performance management, and human resources.
Knowledge of issues, trends, and challenges within parks and open spaces, including irrigation, urban forestry, horticulture, and IPM.
Knowledge of equipment, materials, tendering, and capital procurement processes.
Strong stakeholder engagement, negotiation, and conflict resolution skills.
Ability to present complex issues to internal and external stakeholders, including media and community groups.
Change management skills and ability to lead through resistance.
Strong communication, leadership, and mentoring skills.
Ability to use data-based decision-making for strategic program success.

Address complex operational and strategic problems across multiple functions/branches.
Anticipate challenges and consider cause/effect within service areas.
Make recommendations for branch material and capital needs.

Accountable for day-to-day operations of the Parks Technical Services Branch, including planning, program/service operations, and financial decisions.
Actions affect internal departments, external stakeholders, public perception, service delivery, asset sustainability, and potential financial outcomes.
People Leadership & Development:
Oversight of supervisory, technical, and professional staff.
Responsible for Branch-specific workforce planning.
Accountable for performance management, mentoring, and coaching.
Education & Experience:
University degree in Parks Management, Environmental Science, Forestry, Horticulture, Business Administration, or related discipline.
Five (5) to seven (7) years of progressive experience in parks operations, technical services, or related field.
Minimum three (3) years in a leadership role.
Working/Other Conditions:
Majority of work conducted in City facilities and on-site regularly.
Use of personal protective equipment is required.
Work is performed in various weather conditions.
No unusual physical, visual, auditory, or concentration demands.
Must possess a valid Class 5 driver's licence and have the ability to travel within the City of Regina.
