Talent is one of five Human Resource Communities of Expertise, where a team of subject matter experts focus on proactively attracting, engaging, and growing the organization's workforce. The branch is focused on three key pieces of Talent work – Attraction, Development, and Management.
The Opportunity
The Public Service Commission is seeking a creative, results-oriented, and collaborative leader who will join a team of professionals as the Manager of Talent Attraction in the Talent Branch. Talent is one of five Human Resource Communities of Expertise within the Government of Saskatchewan, where a team of subject matter experts focus on proactively attracting, engaging and growing the organization's workforce. The branch is comprised of three functional areas - Talent Management, Talent Attraction and Talent Development. The position will be based in Regina or Saskatoon.
As the Manager of Talent Attraction, you will:
- Contribute to Government talent wide goals and objectives as an integral member of the management team;
- Oversee the delivery of talent attraction consulting services to ministries across the Government of Saskatchewan on staffing programs;
- Provide guidance and leadership in understanding, interpreting and applying collective bargaining agreements, legislation and regulations to ensure compliance to existing frameworks;
- Lead TA teams into high performance though the Government of Saskatchewan's Commitment to Excellence;
- Design and implement improvements to hiring manager and candidate experience by streamlining processes, creating efficiencies and designing easy-to-use tools, training and support;
- Operationalize the vision for Talent Attraction through business planning processes;
- Develop and sustain collaborative relationships to build a one team approach for new ideas, initiatives and directives;
- Develop training and onboarding plans for team members;
Inform and partner with key stakeholders to define priorities in line with market intelligence, current best practice, internal data collection and corporate direction;
- Develop and manage key performance indicators for Talent Attraction Consulting;
- Proactively position the organization to address emerging and long-term trends, issues and opportunities; and
- Exemplify integrity and inclusiveness by being open, acting with empathy, sharing resources/knowledge across teams and being respectful of all skills and viewpoints.
Typically, the knowledge and experience required to achieve the above are obtained through a degree in human resource management and significant knowledge and experience in:
- Coaching a team to high performance;
- Sourcing, recruitment, marketing, and staffing practices in a public service context and unionized environment; and
- Successfully leading teams though change.
