Reporting to the Director, Capital Planning & Finance (or designate), the Senior Financial Analyst participates in the strategic decision-making process of PHC by providing analysis, advice and recommendations on capital reporting for PHC, and supervises staff. In addition to coordinating the various aspects of the financial statements for PHC, the position develops annual business plans and budgets, and performs duties such as reporting, analysis, reconciliations, and process improvements, as required. Provides financial leadership and operates at a strategic level monitoring, analyzing, assessing, interpreting, highlighting, identifying trends, and reporting on the capital assets and funding of PHC programs and departments with respect to resource utilization, expenditure patterns, and the meeting of budgetary targets. The position works with, provides advice to, and recommends corrective action to program leaders where appropriate. The Senior Financial Analyst contributes financial expertise to the design, development and implementation of changes in programs, departments and other services. Responsibilities include submissions to funding agencies, contract negotiation, responding to stakeholder requests (Departments, Government, and other), and assistance with program restructuring, mergers, reorganization, and other change management initiatives in support of the PHC's vision, mission and strategic plans.

This position is a key member of the Finance Team, operating within a complex multi-site environment.

Education
A recognized professional accounting designation such as a CPA (CA, CGA or CMA), plus seven (7) years' experience in financial planning, analysis, and system implementation.

Your Day to Day

  • Working in collaboration with the Director, Capital Planning & Finance (or designate), and PHC senior and line staff, identifies strategic opportunities for increased financial resource utilization including

  • performing analysis of the financial status of capital asset acquisitions and capital funding recoveries by departments/programs within PHC by comparison with the approved budgets and funding sources;

  • reviewing problem areas with department/program manager and keeping Director, Capital Planning & Finance (or designate) informed, contributing financial expertise to funding applications, operational reviews, and business process improvement reviews, and identifying resources required;
  • researching and identifying alternatives, and providing recommendations, developing standard financial analysis processes and/or forecasts incorporating appropriate funding or costing methodology; and
  • participating in the negotiation of inter-health authority, vendor and/or third party partnership contracts and agreements, and coordinating the financial aspects of implementation and monitors the outcome on the service(s) within PHC.

  • Working in collaboration with the Capital Planning & Finance team, manages the period end and year end closing process for capital asset acquisitions, projects in progress and capital funding. Includes oversight of expenditures by programs throughout PHC who acquire capital for the organization, consultation with project managers to support project closures, and overseeing funding recoveries from granting agencies and funding partners.

  • Ensures quarterly and annual filings to external partners are compliant and filed on time, including Vancouver Coastal Health Authority, the Ministry of Health, Statistics Canada and other external agencies.
  • Supports PHC's annual audit process by taking the lead on the Capital Planning & Finance team's preparation of supporting documentation for capital assets and capital funding.
  • Working in collaboration with the Director, Capital Planning & Finance (or designate), and senior and line staff, develops annual and multi-year capital budgets PHC programs and departments for inclusion in the Capital Needs Assessment and Capital Budget. Ensures that the financial impacts of capital decisions are appropriately reflected in the budgets.
  • Reviews interim and year end financial statements, analyzing deviations from plan and investigating causes. Prepares written variance analysis highlighting resource utilization, and expenditure patterns. The position is accountable for coordinating and ensuring the financial statements are materially correct and fairly present the program's and/or department's operations in accordance with Generally Accepted Accounting Principles.
  • In the event there are material changes in funding and/or expenditures during the fiscal year, re-forecasts the capital cash flow for projects and works in collaboration with staff to identify and implement corrective action.
  • Identifies and assists with the prioritization of capital requests for assigned programs and/or departments.
  • Assists the Director, Capital Planning & (or designate) in setting short and long term financial objectives, and in developing and implementing improvements to the department's work processes.
  • Identifies and/or develops "best practices", communicating same to the other members of the team. Regularly communicates changes in business operations to appropriate staff and program areas.
  • Represents the Finance Department on internal and/or external committees.
  • Assists with the development and maintenance of data collection for information required by the Business Planning department.
  • Provides training to non-financial staff to develop skills in areas such as developing capital budgets; monitoring and interpreting financial information; funding and costing methodologies, analyzing deviations from plan and investigating causes and the competent utilization of computer technology and tools.
  • Supervises staff, trains, provides support, consultation, evaluation, and guidance. Establishes clear definition of responsibilities, reviews assignments and prioritizes workload of staff as necessary to ensure levels meet operational requirements. Ensures the Financial Analyst and Finance Coordinators and other relevant staff have a thorough understanding of the operating and financial issues of the programs under their portfolios. Cross-trains staff to develop operational capacity. Participates in the development of succession planning with the Director, Capital Planning & Finance (or designate).
