This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of1340 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.
Position Overview
This position is responsible for developing, implementing, and overseeing traffic signal and related electrical infrastructure programs, ensuring the safe and efficient operation of the City's multi-modal transportation network. As the City's transportation network continues to evolve, this position will provide leadership in traffic signal program development, asset management, and stakeholder coordination to improve safety and mobility. Additionally, this position provides project oversight and technical guidance to a team of Traffic Signal Technologists, serves as the subject matter expert within the Traffic Signals team and provides coverage in the absence of the supervisor.
Responsibilities
You will be responsible for:
Traffic signals programs and policies
Oversee the development and maintenance of traffic signal standards, policies and procedures while ensuring alignment with the City's vision and strategy
- Oversee asset management and traffic signal capital programs.
- Prepare, coordinate and make recommendations on RFP's, RFQ's and tender documents for the implementation of projects
Review traffic signal drawings to ensure adherence to legal requirements and conformance with traffic engineering practices
Project management
Initiate and lead projects such as transit signal priority/emergency vehicle pre-emption, traffic signal control systems, connected and autonomous vehicles, and various other intelligent transportation system initiatives
- Guide, coordinate, delegate and monitor activities of technical staff, contractors and consultants
- Consult with other departments and stakeholders, and conduct community engagement
- Oversee and administer contracts with external service providers including contractors, vendors and consultants.
Manage project budgets
Leading analysis and reporting
Develop and track key performance indicators and level of service (LOS) metrics
- Conduct reviews of fatal injury collisions and document site conditions.
Support supervisor on legal inquiries and proceedings.
Focus on efficiency, innovation and continuous improvement
Research industry best practices and legislation.
- Research, design, test and implement new and emerging traffic control equipment, software and other traffic management technologies
Provide subject matter expertise to City staff and externally interested parties
Education and outreach programs
Develop and implement education programs/campaigns related to traffic signal operations and traffic management in collaboration with City staff and externally interested parties.
Requirements
You have a diploma/degree in Transportation Engineering Technology or equivalent. Certification, or eligibility for certification with OACETT (C.E.T.) is an asset. This is complimented by four (4) to seven (7) years of experience specializing in traffic signal systems, signal operations, design and construction, and Intelligent Transportation Systems. Experience providing oversight or supervision of is an asset.
To be successful in this role, you have proven project management skills and a strong working knowledge of traffic signals and systems including engineering, design, operations and maintenance. Your ability to communicate effectively allows you to interact well with others and provide excellent customer service. You are well-organized and excel at problem-solving.
You will be required to attend sites that may include heavy traffic, particularly when urgent/unplanned response is required. Weather and site conditions can be a hinderance. Personal protective equipment (PPE) will be provided and is always required when working in the field.
A valid Class G driver's licence is required with an acceptable driver's abstract (no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire). You may have access to a City-owned vehicle but may need to provide own transportation from time to time.
