Detailed Overview:

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Vice President, Employee Experience, the Executive Director, People Health, Well-being and Safety is a visible champion for the safety of our staff and medical staff. They provide senior leadership to a Fraser Health's occupational health, safety and disability management teams who support our peoples' healthy work environments and their safe return to work when they are injured or ill. The Executive Director guides the organization's increasing maturity in health and safety management practices and culture while leading enabling technology initiatives.

The Executive Director is a member of the Employee Experience Leadership team, and is accountable for coordinating resources, advancing priorities and implementing consistent policies. They engage with our staff and are a keen user of data and analytics to identify trends and mobilizing the organization to proactively address emerging safety risks in emerging health, safety, and disability management.

Responsibilities:

  • Leads the development and implementation of a comprehensive and integrated People Health, Well-being and Safety strategy, monitors and adjusts to ensure alignment with the organization's People Strategy, legal requirements, provincial mandates and direction, and the Health and Safety Management System (HSMS) framework, fostering a culture of care, prevention, and continuous improvement across the workforce.
  • Establishes strategic priorities, measurable objectives, and performance indicators that drive continuous improvement and promote a culture of health, safety, and well-being across the organization while championing and promoting a culture of safety through leadership and collaboration, driving initiatives to prevent injuries, illnesses, and fatalities.
  • Oversees identification of current and future issues in order to meet current and long-range needs and trends. Leads in issue identification, planning, implementation and assessment of policies, programs, services and relationships to support a positive Fraser Health employee experience, management and delivery of services to client portfolios. Oversees the partnership and development of strategic initiatives and overall management functions, working in partnership with Fraser Health clinical and corporate leaders and other Health Authority representatives.
  • Partners with senior leaders and executives in the planning and execution of workplace health related legislation, regulations, collective agreements, policies and other directives impacting Fraser Health operations. Works collaboratively with internal departments such as Integrated Protection Services and other key partners, to proactively identify and mitigate risks, promotes physical safety, and fosters a resilient and supportive work environment for all healthcare staff.
  • Ensures that workplace health planning and evaluation is grounded in data profiling, evidence-based practices, quality work environments, and anticipates and responds to shifts in healthcare services, workforce dynamics and health human resources; establishes and monitors performance metrics, taking appropriate action to address gaps and shortfalls and drive continuous improvement.
  • Provides leadership for enterprise safety and case management systems and continuously seeks opportunities to incorporate research, data, and client feedback into new or changing models while improving timelines, cost efficiency, compliance and consistency of systems and processes. Utilizes data analytics and visualization platforms to generate insights and dashboards on safety trends, incident trends and risk factors affecting staff well being.
  • Develops and maintains effective partnership relationships within Fraser Health and with external partners, including unions, Health Employers Association of BC, Ministry of Health, Safety Wellbeing Innovation Training & Collaboration in Healthcare BC (SWITCHBC), SafeCare BC, WorkSafeBC and others.
  • Act as a visible and trusted leader by actively engaging with teams to foster, trust, transparency, and alignment with strategic goals. Encourages staff to contribute ideas and voice concerns, demonstrating integrity, accountability and a commitment to Fraser Health's Values, Mission, and Commitments.
    Prepares reports, risk assessments, and strategic recommendations for senior leadership and the Board to inform decision-making and ensure accountability for workplace health and safety outcomes and represents Fraser Health at industry and third-party meetings to advance organizational priorities related to People Health, Well-being and Safety.

Qualifications:

Education and Experience

Master's degree in a Health and Safety field, Business Administration or related discipline plus ten (10) years' recent, related experience in the leadership of a similar function, or an equivalent combination of education and experience.

Professional/Technical Capabilities

  • Sound knowledge of Health and Safety Management Systems and contemporary and best practice approaches in injury prevention and occupational health and well-being.
  • Sound knowledge of legislative, regulatory, and applicable bargaining unit language.
  • Demonstrated understanding and knowledge of Indigenous health and wellness, including but not limited to; knowledge of local Indigenous peoples, including differences in respect to access to health services, health benefits, and advocacy.
  • Demonstrated ability to assess complex situations, determine impact, recommend solutions, and implement change.
  • Strong analytical skills with a focus on improving service delivery through the use of alternative strategies.
  • Demonstrated ability to envision, lead, and sustain large-scale organizational change by engaging stakeholders, aligning systems and culture, and translating strategic intent into practical, measurable action.
  • Sound knowledge of the interdependencies across programs, portfolios, and provincial partners, identifying how decisions in one area influence outcomes across the broader health and safety ecosystem.
  • Demonstrated knowledge of digital systems, tools, and applications needed to support and advance health and safety.
  • Proficiency in the use of personal computers using a variety of software applications.
