THE JOB: Manager, Employee Programs, Learning and Development
The starting salary range falls within the minimum to mid-point of the salary range.
Starting Salary Range: $90,640 - $113,300
Reporting to the Senior Manager, Learning and Development, the Manager, Employee Programs, Learning and Development leads the strategy, design, delivery, and continuous improvement of various employee learning initiatives across the organization. This includes overseeing key employee development programs, such as the Mental Health Training Initiative, Equity, Diversity, and Inclusion (EDI) and Indigenous Specific Anti–Racism (ISAR) Learning Plans, Leadership Development Program, Peer Learning Network, and Mentorship within Doctors of BC.
This role also includes engaging with leaders across the organization, collaborating with employees at all levels, advising on development opportunities, and maintaining strong external partnerships. The Manager collaborates with leaders and external learning partners to ensure programs are aligned with organizational priorities, responsive to employee needs, and grounded in industry best practices.
The Manager oversees specific applications and learning platforms supporting employee growth, including 15Five Transform, and LinkedIn Learning, ensuring effective implementation, optimizing value and efficiency, to enhance the employee experience.
The Manager is responsible for developing evaluation strategies for the various employee programs, analyzing program data, and reporting insights that demonstrate impact and support strategic decision-making. As a people leader, the Manager supports a team, fostering a culture of continuous learning and engagement.
This role is fast-paced and evolving, requiring a passion for large-scale implementation, curriculum development, guided facilitation, and learning design. The Manager, Employee Programs is regarded as an expert in adult learning and pedagogy, with responsibility for designing, developing, and overseeing the construction of key learning initiatives and talent development strategies.

WHAT YOU BRING
- An undergraduate university degree in adult education, program development, business or related field, AND up to five years of progressive and relevant experience, including a minimum of 2-3 years' experience in adult education, preferably within program management or talent development. Having an equivalent level of related work experience in-lieu of post-secondary education will be considered.
- Experience in adult education, specifically program development or curriculum development
- Experience in storyboarding and learning implementation, including needs analysis, objective setting and assessment processes.
- Experience leading organization-wide talent development strategies
- Knowledge of adult learning concepts and principles.
- Experience in oversight and management of curriculum and implementation development, learning strategies, and facilitation.
- Demonstrated experience evaluating the effectiveness of learning activities and determining opportunities for improvement and growth, providing actionable solutions.
- Excellent written and oral communication techniques, including public speaking, drafting executive communication, and presentation/facilitation skills in a virtual/remote environment.
- Good sense of judgment, analysis and synthesis; with a high personal standard of service, professionalism, performance and willingness to work both as a team and independently.
- Ability to provide strategic consulting and act as a change agent applying creative approaches to development of a learning culture.
- Awareness of evolving expectations, market trends, and best practices in learning and development.
- Excellent computer proficiency (Apple) including Microsoft Office applications (emphasis on PowerPoint) and web conferencing tools (Zoom).
