The Senior Division Planner provides planning advice and expertise to the Division in areas such as land use planning, capital planning, educational facilities, student accommodation, and transportation. This role conducts research, assesses data, and supports strategic planning initiatives to ensure effective utilization of resources and alignment with the Division's goals. By collaborating with various stakeholders, the Senior Division Planner contributes to the Division's long-term growth and development, ensuring compliance with regulatory requirements and addressing community needs.

Responsibilities:

Assist in Capital Planning

  • Prepare the three year Ten-Year Facilities, and Modular Plans
  • Implement projects and make recommendations to senior administration
  • Prepare recommendations for the Board of Trustees
  • Interpret demographic data and trends to inform the Division's strategic planning
  • Identify capital priorities and submit funding requests to the Government of Alberta
  • Ensure site preparation work, including zoning, subdivision, and site design is complete for new school construction

Manage Land Use Planning

  • Draft, review, and interpret land use bylaws and development plans
  • Identify long-term requirements for potential school sites
  • Monitor and provide information on residential development
  • Represent the Division's interest in reviewing proposed development plans and policies
  • Liaise with Division staff, other agencies, and stakeholders

Conduct Educational Planning

  • Identify gaps and conduct needs assessments
  • Conduct research, analyze data, and write reports
  • Communicate findings using various formats and tools
  • Provide guidance in decision-making and respond to inquiries

Perform Data Analysis

  • Support the department through data analysis and mapping
  • Assist with monitoring student distribution and school utilizations
  • Create graphs, maps, and applications to support initiatives
  • Manipulate and extrapolate external data sources to enrich projects

Oversee Leases and Rentals

  • Manage budgets, including revenue and expenditures
  • Review and maintain the rental rate structure
  • Generate revenue reports and trend analysis
  • Manage the development of lease agreements
  • Generate quarterly reports for senior administration and the Board of Trustees

QUALIFICATIONS

  • Degree in Planning or Related field and at least five years directly related experience
  • Membership in the Canadian Institute of Planners and International Association for public Training/certificate are assets
  • Strong understanding of planning theory, GIS mapping, research methods, and statistical analysis
  • Familiarity with municipal policies, project management, records management, and relevant legislation (Protection of Privacy Act and Access to Information Act)
  • Awareness of workplace safety, Occupational Health and Safety regulations, and alignment with division procedures and values
