The Maintenance Operations Control Duty Manager (MOCDM) plays a critical role in ensuring the safe, compliant, and efficient operation of the airline's fleet. The role is responsible for regulatory oversight and technical dispatch, and maintaining compliance. This position acts as a key liaison between Flight Operations, Commercial Leadership, and Technical Operations, providing real-time decision-making support during irregular operations, fleet routing, and AOG (Aircraft on Ground) scenarios.
Key Responsibilities
Regulatory & Technical Oversight
- Responsible for Technical Dispatch in accordance with Canadian Air Regulations.
- Quality Control of ETOPS program.
- Monitor and assess emergency EASA, FAA, and Transport Canada Airworthiness Directives.
- Review and approve regulatory flight exceptions including concessions, extensions, and flight permits.
Operational Coordination & Decision Support
- Collaborate with OCC Commercial Leadership and Flight Ops Leadership on escalated Irregular Operations and AOG scenarios.
- Partner with the Dispatch Lead, Network Duty Managers, and Load control to assess open deferrals against flight restrictions and operational risks.
- Provide Commercial teams regulatory input and flag all maintenance concerns for aircraft utilization and flight routing decisions in collaboration with MOC teams.
- Provide daily updates on aircraft serviceability, delays, incidents, and cancellations.
- Communicate maintenance concerns and available options to all operational stakeholders.
- Prioritize scheduled work for line maintenance when conflicts arise.
- Manage the relationship between MOC, Line Maintenance, and OCC.
Fleet & Vendor Management
- Liaise with Programs and Configuration teams on fleet changes impacting operations.
- Coordinate with Technical Support and Engineering for additional maintenance requirements.
- Coordinate with international maintenance management for vendors and IATP partners support.
Systems & Process Integration
- Engage with IT support for Tier 1 software updates (e.g., TRAX, Movement Manager).
- Participate in MEL, MCM, Standards, and Safety Committees to ensure alignment with operational and regulatory standards.
- Manage MOC communication tools such as Microsoft Teams, Soteria, etc.
Procurement & Financial Authority
- Authorized to request and approve purchase orders for goods and services in support of AOG events.
- Oversee reciprocal assistance and borrowing of parts, tooling, and equipment.
Required Qualifications
- Valid Aircraft Maintenance Engineer (AME) License or Dispatch License or equivelant education
- Operational leadership experiance
- Extensive experience in airline maintenance operations, technical dispatch, and regulatory compliance.
- Strong understanding of Canadian Air Regulations.
- Proven ability to lead during high-pressure operational scenarios.
- Excellent communication and stakeholder management skills.
- Familiarity with TRAX, Movement Manager, and other Tier 1 aviation software systems.
