This position works in the Strategic Initiatives organizational unit. This is complex technical work involving the analysis of operations data to support departmental business requirements. The Business Data Analyst queries and cleans quantitative and qualitative data from a variety of sources; ensures accuracy and consistency of extracted datasets; uses statistical methods and data visualization and infographic tools to analyze data and develop data models; and prepares reports, graphics, and dashboards on performance metrics and trends for leadership and business unit partners, in support of the City and department's strategic planning and business process improvements. The incumbent liaises and maintains effective working relationships with departmental staff, cross-functional teams and other project stakeholders to understand data needs and provide analytical support for decision-making; provides advice on data quality assurance measures to enhance reliability and validity of development application data; establishes reporting frameworks and ensures data integrity; configures data structures to integrate disparate datasets; develops automated processes or programming for data correction, control and integrity; converts and integrates data from external sources; and acts as internal expert for data issues and responds to data requests. The incumbent works closely with the IT department on data management initiatives; provides requirements for data engineering changes or updates to the data modeling within the source system and reporting data sources; and identifies opportunities for improvement and makes recommendations on optimizing data management processes. Performs related work as required.
Qualifications include a Bachelor's degree in computer science, economics, mathematics, statistics, data science or a related discipline, plus sound related experience in quantitative data analytics, preferably in a municipal government setting; or an equivalent combination of education, training and experience. Thorough knowledge of data management systems, and considerable knowledge of statistical data analysis; data reporting, and data visualization methods, processes, techniques, tools, and software (which may include Excel, SQL, Power BI, Tableau, Jupyter Notebook, Python, R, Pandas, Matplotlib). Ability to analyze data management systems and related business processes, and to recommend and implement changes to optimize processes, meet departmental requirements, and ensure data integrity; to conduct accurate and independent research and make recommendations based on information obtained; to communicate effectively both orally and in writing and to translate technical information into plain language and simple graphics; to establish and maintain effective working relationships with various contacts, to communicate effectively and to prepare and present reports; to adapt to changing data needs and maintain currency of knowledge and trends in emerging technologies.
This is a Temporary Full Time position until December 31, 2026.
