The Department of Transportation and Infrastructure has a broad mandate and is committed to maintaining and improving New Brunswick's public infrastructure.  The Department of Transportation and Infrastructure's mission is to contribute to New Brunswick's economy and quality of life by providing and supporting sustainable infrastructure that allows for the safe and efficient movement of people, goods and government services to the public.  Not only is the department responsible for managing over 18,000 kilometers of provincial highways, it also manages the planning, design and construction of hospitals, schools and other government buildings.

The Radio Communications Branch is responsible for the provision of Radio Communications and other advanced technological services for all government departments and agencies.  The Branch provides contract management of the New Brunswick Trunked Mobile Radio (NBTMR) system, the province's P25 Digital Public Safety Grade Radio System.  The NBTMR provides mission critical services to various Provincial, Federal, and Municipal stakeholders.

What you will do

Reporting to the Financial Analyst, the successful candidate will be responsible for the following responsibilities:

  • leading and coordinating emergency preparedness and response exercises, including the Incident Command System (ICS);
  • developing and delivering training programs on radio and wireless technologies such as trunked mobile radio, satellite, and cellular systems;
  • building and managing relationships with stakeholders to support interoperability and emergency communications readiness;
  • representing the organization on committees or working groups;
  • serving as a primary point of contact during incidents and providing situational updates to leadership, stakeholders, partner agencies, and committees;
  • coordinating activities related to telecommunications infrastructure, dispatch or call centers, and recovery operations in accordance with emergency management frameworks;
  • developing internal policies, plans, and procedures related to emergency management, public safety communications, and business continuity; and
  • providing leadership, guidance, and support to employees, while ensuring effective teamwork and performance.

The successful candidate will lead and also be part of the Branch's emergency response team which is mobilized during times of emergencies and extreme weather events.

  • Office location:  Fredericton Area
  • Standard hours of work:  Monday – Friday 
  • We promote a scent-reduced environment.
  • Frequent travel in the region is required along with periodic travel throughout the province.
  • Operational requirements may also require working on weekends, and/or variable hours.

Essential Qualifications:

  • University degree in emergency management or a related field with a minimum of (4) years of emergency management, public safety or communications-related work experience OR a two (2) year post-secondary diploma in a related field with a minimum of six (6) years of emergency management, public safety, or communications-related work experience OR a one (1) year post-secondary certificate in a related field with a minimum of seven (7) years of emergency management, public safety, or communications-related work experience.
  • Experience with Microsoft Office Suite.
  • You will be required to undergo a Criminal Background Check.
  • You may be required to obtain a security clearance at the level of SECRET.
  • Valid Class 5 driver's license as issued by the Province of New Brunswick.
  • Completion of Incident Command System (ICS) 200 course or higher.

An equivalent combination of education, training and experience may be considered.

Asset Qualifications:

Preference may be given to candidates that demonstrate the following assets:

  • Leadership training and experience in a public safety environment such as policing, fire services, ambulance services, military, or emergency management.
  • Experience in the use and/or deployment of radio communication systems, including trunked mobile radio, satellite communications, and related technologies.
  • Experience in planning and delivering training and exercise programs.
  • Experience in the emergency preparedness response and recovery activities related to telecommunications infrastructure, dispatch and call centers, and technical maintenance facilities.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

SALARY:

Pay Band 4: $2,249.00 to $3,145.00 bi-weekly, based on a 36.25 hour week.
