Port Coquitlam Fire & Emergency Services invites interested, qualified candidates to apply for the position of Acting Captain of Training and Community Engagement. This position will be used to provide relief for the Training Divisuon or assist with work load on a temporary basis as required. Relief will be supplied on a rotational basis or by program need. These positions will work under the direction and supervision of the Assistant Chief of Training and Development.
The duration of this acting position is to be determined. The continued service will be renewed at the Department's option through a process of re-application.
NATURE OF THE WORK
Reporting to the Assistant Chief of Training and Professional Development, the Captain of Training & Community Engagement is responsible for designing, planning, organizing, coordinating, promoting and implementing a variety of fire related training activities. The position develops and delivers Emergency Preparedness training to volunteers, municipal staff, citizens of Port Coquitlam and special interest groups and liaises with community groups, media outlets and external stakeholders to promote fire services in general. The Captain of Training & Community Engagement oversees the development and evaluation of lesson plans, training aids and programs for firefighting staff, assists in developing and updating training requirements and enforces applicable safety practices, standards, guidelines and policies as required. The position attends incidents as requested by the Fire Chief, prepares fire safety announcements to media outlets and responds to and investigates fires to determine origin and cause.
ILLUSTRATIVE EXAMPLES OF WORK
- Designs, plans, organizes, promotes and implements fire related training activities as identified by the Assistant Chief of Training.
- Designs, delivers, and coordinates public educational programs and fire and life safety training events with various community agencies.
- Develops and delivers training to volunteers, municipal staff, citizens of Port Coquitlam and special interest groups in Emergency Preparedness.
- Liaises with Fire and Safety Academies such as the British Columbia Institute of Technology, the Justice Institute of British Columbia and other outside designated training facilities as required.
- Oversees the development and evaluation of lesson plans, training aids and programs for firefighting staff, in collaboration with the Assistant Chief of Training and Professional Development; assists and is responsible for multiple programs and provides support for Acting Training Officers, Field Trainers and Company Officers as required.
- Delivers comprehensive training to Fire Department personnel, ensuring proficiency in a wide array of skills essential for effective emergency response, including but not limited to firefighting techniques, first aid, emergency scene management, driver training, fire officer preparation and administrative tasks.
- Facilitates computer-based training as required to enhance operational readiness and efficiency.
- Attends incidents as requested by a Fire Chief and performs duties that may include but are not limited to safety officer, rehab officer or fire investigator.
- Administers and evaluates results of written and practical examinations.
- Analyzes departmental training requirements and makes recommendations to the Assistant Chief of Training related to department training need and requirements.
- Assists in developing and updating training operational guidelines.
- Enforces applicable safety practices, standards, guidelines and policies, notifies the Assistant Chief of Training and Development of difficulties, barriers and personnel issues encountered.
- Prepares, compiles and maintains a variety of records and reports relating to all training programs conducted.
- Provides recommendations on technological changes in operations and recommends programs and procedures.
- Schedules training on the FDM system and performs data input on a variety of computer programs
- Prepares fire safety announcements to media outlets and works closely with fire staff to promote suppression activities within the department.
- Responds and investigates fires to determine origin and cause as required; assists in gathering and presenting evidence; interviews witnesses; provides evidence in court and prepares reports.
- Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS REQUIRED
- Considerable knowledge of adult learning, including course design and delivery.
- Considerable knowledge of IFSTA training techniques and related NFPA standards.
- Considerable knowledge of City/Department rules, regulations, policies, and operational guidelines.
- Considerable knowledge of methods and strategies in all aspects of emergency fire operations and the operation of all fire apparatus, equipment, and facilities.
- Ability to provide effective leadership, train, motivate, coach, direct, and evaluate staff.
- Ability to observe and evaluate others, including provision of accurate and constructive feedback regarding performance.
- Ability to maintain a high level of confidentiality as it relates to members' training records' requirements.
- Ability to work independently and as part of a team to accomplish specific goals.
- Ability to represent the Department in a positive, professional manner.
- Ability to build trust and lead interdisciplinary teams.
- Ability to perform effectively under pressure.
- Strong communication skills, including written and oral.
- Strong interpersonal skills.
- Computer skills, including Microsoft Word, PowerPoint and FDM.
REQUIRED QUALIFICATIONS
- Completion of Fire Officer 1
- Fire Service Instructor 1 or equivalent
- Fire Service Instructor 2 (within 12 months)
- Fire Life Safety Educator Level 1 & 2 (within 18 months)
- Current or previous ATO Experience
- Current or previous Field Trainer Experience
- Considerable experience in Emergency Preparedness and fire suppression equipment, techniques, and specialized operations
- Experience in computer programs such as Microsoft Word, PowerPoint and Fire Department Management Systems (FDMS)
- An equivalency as determined by the Fire Chief
REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS
- Valid Driver's Licence with class 3 and class 5 Air Brake Endorsement for the Province of British Columbia
- Valid Emergency Medical Attendant - First Responder Licence (EMA-FR) or equivalent
- Certificates, including valid CPR certificate
- Any other qualifications as required by the Fire Chief
RENUMERATION
It is the expectation that the Acting Captain of Training and Community Engagement will be compensated at an hourly wage of $ %) for confirmed Captains. Non confirmed Captains will received an hourly wage of $ %), until they have 56 shifts of acting captain in either Suppression or Training, after which they will receive the Captain's rate.
HOURS OF WORK
This position is scheduled on the basis of a 4 day work week 9.37 hours/day in accordance with the operational requirements of the Division and the terms of the Collective Agreement.
