The Lands Branch of the Ministry of Environment is seeking a highly motivated and independent individual to work within the Land Management & Permitting Unit, ideally located in Meadow Lake, however Saskatoon or Prince Albert may be considered. The successful candidate will be part of a team that is responsible for leading the ministry's response to the complex and growing demands associated with multiple industries such as mineral exploration, oil and gas, irrigation or linear disturbances, but will also provide review and regulatory oversight for wild rice, peat harvesting and other crown resource land use requests.

Reporting to the Manager - Central of the Land Management & Permitting Unit, the successful candidate will lead the delivery of a wide variety of ecological protection programs and requests for Crown resource lands.

The responsibilities of the position include: completing environmental reviews on proposed projects, performing environmental inspections to ensure compliance with approval conditions and compliance with provincial and federal legislation, ensuring provincial obligations regarding Duty to Consult are assessed and fulfilled, initiating corrective/enforcement action where problems are identified, evaluating reclamation, mitigation and construction practices to ensure appropriate results are obtained. These reviews will be for projects submitted on both privately owned and publicly administered crown lands.

The Ecological Management Specialist serves as a primary contact within the administrative areas for the petroleum, natural gas and mineral exploration industries which include individual companies, consultants, industry associations, First Nations or Métis people, other government ministries, individuals and interest groups. The position requires energetic, knowledgeable individuals with the demonstrated ability to establish successful working relationships with various internal and external stakeholders and bring demonstrated working knowledge and experience within these industries to the role. The successful candidate must thrive in a high workload volume atmosphere.

This position also serves as the primary contact for the administrative area for requests to use, purchase or lease Crown resource lands. Requests of this nature are often polarized, and the successful candidate will require the ability to successfully mediate and/or lead meetings with multiple users, stakeholders and government ministries. The successful candidate should have a working knowledge and/or experience with crown land management and issues.

The successful candidate must demonstrate a thorough knowledge and understanding of the principles of integrated resource management and ecological protection. The candidate will demonstrate knowledge of the industry/scientific terminology, principles and applied methodologies related to petroleum, natural gas or mineral exploration, coupled with knowledge of the applicable legislation and knowledge of the processes for reviewing, approving and monitoring the petroleum or the mineral exploration industry. The successful candidate should also have knowledge of general agricultural practices, Information Service Corporation (ISC), the Dominion Land Survey and recreation land use requirements.

Typically, knowledge for this position is gained through a degree or diploma in natural sciences or integrated resource management, or other related degrees, supplemented by a minimum of five years of related experience in environmental/ecological program delivery associated crown land management and recent experience regulating ecological/environmental impacts associated with oil and gas exploration, mineral exploration or an equivalent combination of education and experience.

This position requires a significant percentage of your time completing fieldwork and inspections while travelling throughout both northern and southern Saskatchewan and must have a Class 5 driver's license.
