Overall PurposeReporting to the Senior Business Officer, the Senior Manager, Planning will be responsible for leading and managing the Board's Planning Department.
The Senior Manager will:
- provide effective leadership and expertise for all enrolment projections, land use planning, and accommodation planning for the TDSB.
- represent TDSB and provide leadership on community/local school partnership design teams.
- develop the Board's Long-Term Program and Accommodation Strategy including short and long-term directions for school facilities.
- identify and develop strategies that address facility utilization and capacity.
- consult and provide expertise, advice and guidance to senior team, principals, vice-principals, managers and other stakeholders in matters related to key area of responsibility. and
- provide effective leadership and management to staff, determine operational parameters, staff training and administrative support requirements for the Planning Department.
- Provide strategic direction and leadership support in the areas of enrolment reporting and projections, facility utilization and capacity, school boundaries, land use, capital planning, and accommodation planning.
- Develop the TDSB Long-Term Program and Accommodation Strategy and Annual Planning Document to support decision-making for sustainable pupil accommodation.
- Provide alternative solutions to facility planning and program expansion issues.
- Advise the Senior Business Officer of impacts provincial funding may have on service delivery.
- Lead the strategic planning for the department, including identifying strategic issues, developing and recommending appropriate action plans to resolve issues, and establishing target dates for resolution.
- Ensure that recommended facility planning strategies are in accordance with TDSB policies and procedures.
- Manage the collection, analysis and reporting of enrolment data (both actual and projected).
- Provide sound data to support capital investment opportunities in school infrastructure through the Toronto Lands Corporation.
- Identify and resolve planning issues involving TDSB facilities and location of programs.
- Manage the collection and reporting of space usage.
- Provide key advice and represent TDSB on the Central Accommodation Team (CAT).
- Lead community planning processes which includes preparation of accommodation options and cost benefit analyses.
- Responsible for the effective management and leadership of staff including identifying staff needs, performance evaluations, and disciplinary action.
- Develop, review and monitor department budget, including expenditure review and authorization.
- Liaise with internal and external partners and stakeholders (e.g., Toronto Lands Corporation, coterminous school boards, Ministry of Education, City of Toronto, TDSB Staff, TDSB Trustees etc).
- Represent TDSB at public meetings, Ministry meetings, committee meetings and joint committees.
- Liaise with public and private sector organizations to build partnerships, research and share best practices.
- Prepare and review reports and briefing notes for the Senior Business Officer, Associate Director of Finance and Operations, senior team and other stakeholders, including Trustees.
- Keep current with the Ministry's School Facilities Inventory System.
- Provide leadership in fostering equity and inclusiveness in the development and delivery of programs and services.
- Other duties as assigned.
- University degree in related discipline (e.g., Urban Planning) with a minimum of eight years progressively responsible experience in planning functions with emphasis on enrolment, facilities, school boundaries, land use, capacity, and accommodation planning, or an equivalent combination of education and experience.
- Solid understanding of the importance of providing sound planning support to the Board, and all decision-makers in the Board.
- Thorough understanding and knowledge of the municipal/education planning function, and of public policy.
- Political and business acumen.
- Expertise and management experience in strategic planning, budgeting and project management.
- Supervisory experience with a proven record of effective leadership, with ability to lead and produce results.
- Ability to manage diverse stakeholder needs and interests and build effective relationships (e.g., staff, parents, trustees, community).
- Ability to communicate effectively with all levels of the organization and externally, prepare reports and conduct presentations.
- Ability to facilitate and negotiate resolutions to issues.
- Knowledge and understanding of related Board and departmental policies and procedures, collective agreements, Ministry legislation and requirements.
- Strong facilitation, conflict resolution and problem-solving skills.
- Proven ability in promoting equitable practices which value inclusiveness and diversity. and
- Computer skills including spreadsheets, databases, project management and presentation packages, email, and social media.

- Provision of own vehicle for Board business
- Requires regular travel across the TDSB
