Elections Lead, Clerks

Position Status: Temporary full-time (until approximately December 31, 2026)

Position Summary

Reporting to the Clerk, the incumbent will coordinate and perform duties related to the management and administration of municipal and school board elections, ballot questions, and recounts in compliance with the Municipal Elections Act, 1996, and the governing principles of the Act.

Qualifications, Knowledge, and Skills
Education
  • High School Grade 12 graduation plus an additional program of over one year and up to two years, or equivalent (Business Administration, Public Administration, Information Technology)
Experience
  • Over three years, up to and including four years current related work experience (including at least one year experience leading an election and implementing ward boundary reviews)
Knowledge/Skills
  • Participates in planning, implementing, and supporting projects and organizational changes, including contributing to policy development, performance measurement, and strategic initiatives.
  • Demonstrated analytical, strategic, and conceptual thinking skills with a proven track record for effectively implementing monitoring programs and services.
  • Work collaboratively with employees, contracted services, and consultants to support high-performing teams.
  • Fosters a positive and inclusive work environment by maintaining open, honest communication and leading with integrity.
  • Act as a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.
  • Ability to use a variety of electronic devices and ability to learn specialized computer software.

  • Technology Aptitude
  • The incumbent must possess a combination of introductory and intermediate level computer skills scored at 65% or higher for Outlook and at least one of Word / Excel / PowerPoint to ensure their
    • Proven ability to apply essential functions of desktop software to create simple spreadsheets, documents,
    • Send and receive emails,
    • Use Internet for research,
    • File management
    • And/or require introductory to intermediate knowledge of department or division-specific software to accomplish job tasks (for example, CityView, GIS)
Responsibilities

The incumbent is responsible for, but not limited to:

Functional
  • Serve as first line of contact for election-related matters
  • Liaise with Elections Ontario regarding voters list
  • Assists in all phases of the nomination/registration process of candidates and third-party advertisers
  • Coordinate amendments to the Preliminary List of Electors using Datafix software
  • Prepare required notices, advertising, social media updates, website updates, training manuals, mailings, cheque requisitions and other election material or documentation
  • Secure use of voting locations, working with community groups, school boards and County staff to ensure these facilities are equipped to meet the needs for the election
  • Participate in Election Team Meetings and necessary follow-up action
  • Coordinate and liaise with election workers
  • Liaise with candidates as required
  • Source and order election supplies
  • Responsible for preparation, update and maintenance of Municipal Voters List and electronic Voters List interface
  • Work with the County ITS Division and applicable stakeholders to format Voters List
  • Work with contracted service provider to format and print Voter Notification Cards, coordinating mailing to electors
  • Work with third-party providers of software and technology
  • Assist with implementation of alternative voting methods
  • Train election staff, develop training tools, coordinate training schedules, etc.
  • Undertake records management tasks specific to the election process
  • Assist with the appointment of proxy process
  • Work with the ITS Division and applicable stakeholders to co-ordinate Election Central ensuring technical and other requirements are met
  • Generate post election reports, notices and required MPAC data
  • Assist with the preparation of the Inaugural Meeting and Reception
  • Assist with any other election-related tasks as required
