What you can expect from this position:
Reporting to the Manager, Quality Assurance Program, this role plays a key part in ensuring regulatory compliance and continuous improvement of Toronto Pearson's aviation safety programs. You'll lead and conduct audits, assess performance against aviation standards, and support the development of the Quality Assurance Program framework. This position offers the opportunity to influence airport-wide safety culture while driving operational excellence through data-driven insights and collaboration.

As an Officer, Regulatory Audit, you will:

  • Conduct compliance and performance audits of processes, programs, and safety-critical tasks to ensure adherence to Canadian Aviation Regulations (CARs), international standards, and Toronto Pearson's Safety Management System (SMS).
  • Audit, inspect, and maintain the Airport Operations Manual (AOM) and related appendices on a scheduled cycle to ensure regulatory compliance and conformance to documented procedures.
  • Develop, maintain, and update audit checklists, Quality Assurance Program (QAP) documentation, and standardized processes to support continuous improvement.
  • Document and report findings, non-compliance issues, and opportunities for improvement, and follow up to ensure corrective actions are effectively implemented.
  • Lead audit teams, plan audit scopes and objectives, and guide auditees and team members to deliver unbiased, professional, and effective audits.
  • Support the development and implementation of Quality Control Plans, safety-critical tasks, and quality assurance training programs for internal and external stakeholders.
  • Monitor SMS safety performance metrics, analyze QAP data, and recommend additional audits or improvements to maintain airport safety standards.
  • Participate in internal and external audits, peer reviews, and research on SMS and QAP best practices nationally and internationally.
  • Collaborate with program owners, subject matter experts, and leadership to coach, guide, and provide expertise on quality assurance, regulatory compliance, and process improvements.
  • Contribute to safety promotion initiatives, workshops, and events to strengthen the airport's safety culture.

This unionized position is classified at the Band 7 level, with an hourly wage range of $45.97, based on a 37.5 hour work week. As part of the recruitment process, you will be required to complete a test.

This is the role for you, if you have:

  • Minimum three years of experience in the development, implementation, administration and management of a Quality Management System.
  • Minimum three years of aviation operations experience with a focus on airside operations.
  • Minimum three years of auditing experience within a regulatory framework.
  • Minimum three years of experience in regulatory auditing, safety management, or quality assurance within the aviation industry.
  • Degree in Aviation Management, Safety Management, Quality Assurance, or related field.
  • ISO9001:2015 or AS9100 Lead Auditor Certification.
  • Obtain and retain Transportation Security Clearance at the designated level for the position.

Knowledge and skills you bring, that set-you up for success:

  • Strong knowledge of Canadian Aviation Regulations (CARs), Aeronautics Act, TP312E, ICAO Annexes 14 and 19, FAA FAR Part 139, GTAA standards, NAVCAN practices, and airport operations.
  • Expertise in auditing principles, inspection practices, quality assurance programs, and regulatory frameworks.
  • Knowledge of airside systems, aircraft operating procedures, and related safety requirements.
  • Ability to analyze audit evidence, develop comprehensive findings, assess responses, and report recommendations clearly and confidently.
  • Skills in identifying hazards, unsafe practices, and risk levels, and proposing mitigation strategies.
  • Experience leading audit teams, coaching auditees, and maintaining impartiality, ethical conduct, and confidentiality.
  • Strong communication, problem-solving, decision-making, conflict resolution, and facilitation skills to engage stakeholders at all levels.
  • Critical thinking and analytical skills to interpret audit findings, safety investigations, and develop process improvements.
  • In-depth understanding of airport operating certificate requirements and the responsibilities of internal and external stakeholders.
  • Proficiency in Office 365 applications including Word, Excel, PowerPoint, Planner, SharePoint, PowerApps, and Power Automate.
