Position SummaryAs a contributing member of the Emergency Management Division, the Program Manager, Core Client is responsible for developing and managing training and educational services in relation to the division's work with the Ministry of Emergency Management and Climate Readiness (EMCR). This portfolio includes overseeing the delivery of three province-wide training programs: Emergency Management, Search and Rescue, and Emergency Support Services.
The Program Manager will have experience in managing training programs, leading teams, managing client relationships, and maintaining existing and implementing new operational processes. In addition, they will have subject matter knowledge or facilitation experience in emergency management, emergency support services, or search and rescue. The Program Manager must have a high level of political acumen and understanding when working with various community partners and in effectively addressing complex training needs.
This position will actively support and supervise staff who develop, coordinate, and support the delivery of training, as well as actively contribute to such work through subject matter knowledge. They will be responsible for managing finances (in collaboration with the Program Director), ensuring instructors are supported and guided, and regularly engaging with core client representatives and community partners. The goal of this position is to provide quality training and educational services that are aligned with JIBC's Strategic Plan, core client needs, and school/divisional plans.
Qualifications & Requirements:
- Bachelor's or master's degree in a related field is required (i.e., emergency management, business administration, education).
- 5+ years experience teaching, instructing, or facilitating adult learners in any subject area (emergency management, emergency support services, or search and rescue facilitation experience is an asset).
- 3+ years Experience leading a team and managing staff (experience managing in a unionized envirionment an asset)..
- 5+ years experience managing client relationships.
- Experience in the operational delivery of a training or learning program.
- Experience scoping and managing large and/or complex projects
- High degree of comfort and proficiency in Microsoft Excel, Word, and PowerPoint.
- Ability to independently learn new software.
- Strong communication skills both written and verbal (i.e., experience writing client reports, preparing and delivering project presentations,writing professional newsletters to large audiences)
- Credential or formal training in adult education, teaching, instructional design an asset.
- Credential or formal training in Disaster/Emergency Management an asset
- Formalized cultural competency and cultural safety training an asset.
- Experience developing educational programs, guiding instructional design, developing curriculum and writing/editing documents an asset.
- Experience developing and managing complex budgets an asset.
- Valid driver's license and access to a reliable vehicle when necessary.

What JIBC Offers:We offer a total compensation package that includes a benefit plan, which includes Extended Health and Dental Benefits after three months, and enrollment in the College Pension Plan upon hire. In addition, we offer 20 vacation days and 10 Personal Days annually (pro-rated in first year), as well as generous other leave entitlements.
Salary Range:
$97,115.20 to $107,853.20 annually – Fair Comparison Faculty Equivalent Compensation Salary Grid L3

Work Arrangements:
This is a regular, full-time (35 hours per week) position. Must be within a commutable distance to JIBC's New Westminster Campus. This position may be considered for a hybrid work arrangement.
