Position Overview

Under the guidance of the Parks Maintenance Supervisor, the Parks Lead Hand provides leadership and operational support for all outdoor facilities, ensuring that parks, playing surfaces, and related amenities are maintained to West Shore Parks & Recreation standards. This position acts as a key point of contact for user groups, provides administrative and supervisory support, and assumes full coverage of the Parks Supervisor's duties during absences. The Parks Lead Hand is a positive role model who demonstrates fairness, reliability, professionalism, and sound judgment while promoting teamwork and accountability.

Job Duties and Accountabilities

Leadership & Supervision

  • Provides day-to-day leadership, direction, and task delegation for the parks team with diplomacy, fairness, and consistency.
  • Oversees and reviews the work of parks staff to ensure quality, efficiency, and adherence to safety standards.
  • Assists with recruitment, onboarding, and training of new employees, including conducting equipment competency assessments.
  • Supports staff development through coaching, mentoring, and performance feedback.
  • Provides full coverage of the Parks Supervisor during absences, including supervision of staff, administrative duties, and coordination with other departments.

Administrative & Planning Duties

  • Assists with scheduling, project planning, and prioritizing work assignments based on seasonal and operational needs.
  • Participates in budget preparation and expenditure tracking.
  • Prepares and maintains accurate records, reports, and documentation related to maintenance, equipment use, and facility operations.
  • Communicates regularly with user groups, contractors, and the public to coordinate field use, resolve issues, and ensure service delivery meets community expectations.

Operations & Maintenance

  • Works hands on to ensure that all parks, playing surfaces, and related facilities are maintained to a high standard.
  • Oversees and participates in turf care, renovation, and maintenance practices appropriate to each type of playing surface.
  • Coordinates and participates in general parks maintenance and repair work as needed.
  • Ensures cleanliness and operational readiness of park buildings, washrooms, and equipment.
  • Oversees and assists with irrigation system operation and maintenance, demonstrating a strong understanding of irrigation principles (no formal certification required).
  • Promotes, and model's best practices to ensures safe work practices in accordance with WorkSafeBC regulations.
  • Requisitions supplies and materials as needed to support ongoing maintenance and operational requirements.
  • Understands all parks automation and equipment and can operate and train employees where necessary.
  • Ability to work with skilled trades (mechanical, electrical, plumbing and building) with a tangible hands-on approach to manage projects alone where necessary.
  • Performs other related duties as required.

Qualifications

  • Turfgrass management diploma or equivalent education in parks and turfgrass management through short courses including renovation, construction, irrigation, design and water management.
  • Minimum two years' experience providing supervision, leadership, and direction to unionized team including motivating, training, development, performance management.
  • Irrigation Industry Association of BC Irrigation technician Level one and two. Or equivalent in experience and complexity.
  • Valid pesticide applicators certificate.
  • Valid class 5 BC Drivers license.
  • WHMIS and the safe handling of chemicals, corrosive materials, and pressurized gasses.
  • Experience using industry software including, facility maintenance and payroll software, Sentinel WPS and MyTurf.
  • Experience using Outlook, Excel, Word, Forms, and any other pertinent software.
  • Knowledge of materials, tools and equipment used in the parks setting.
  • Excellent internal and external custom service including the ability to communicate respectfully and effectively with team members, user groups and the public.
  • Ability to develop and maintain strong relationships with other departments while promoting a team approach and positive environment.
  • Ability to provide work guidance direction and training to all parks team members.
  • Ability to exercise sound judgment and responsibility while working with minimal supervision.
  • Ability to do chemical and fertilizer calculations to find application rates.
  • Ability to coordinate multiple projects and meet established deadlines.
  • Sufficient physical strength and stamina to perform all required duties.
  • Knowledge of CSA Z614-14 Children's play spaces and equipment and licensing standards of practice safe play space. Play group inspection certification would be an asset.
  • Emergency First Aid & CPR-C/AED would be an asset
