Position Overview
The Community Programs Manager will play a key leadership role in managing the Gilbert Centre's community-facing programs. This includes oversight of Harm Reduction, Queer & Trans, Gay Men's Sexual Health, Peer Engagement, and Community Development & Education initiatives.
This position is a key component of a new management structure that promotes collaboration across departments to strengthen the foundation for people centred program delivery. The successful candidate will bring a balanced approach of strategy and empathy — leading people first while contributing to the development of internal systems that support program quality, accountability, and community impact.
About Us
The Gilbert Centre is a registered, not-for-profit charitable organization incorporated in 1995 in response to the HIV epidemic in Simcoe County and Muskoka Region. Our mandate has since broadened to not only support people at risk of, living with, and affected by HIV, HCV, and other sexually transmitted and blood-borne infections (STBBIs), but also to celebrate and support 2S-LGBTQ+ communities across our regions.
We take a broad social determinants approach grounded in social justice, health equity, and human rights. Our work is guided by harm reduction, sex positivity, and queer and trans inclusion. We envision a future that does not criminalize sex work or narcotics use and where all people are treated with dignity and respect.
Key Responsibilities
Leadership & Supervision
- Provide direct supervision for up to 10 in-scope (unionized) community program staff, including the current team of: Harm Reduction Workers, Peer Engagement Coordinator, Queer & Trans Workers, Gay Men's Sexual Health Coordinator, and Community Development & Education Worker.
- Work collaboratively with management and staff to implement the current Collective Agreement and foster a positive working relationship with CUPE Local
- Foster a team culture of trust, communication, and mutual accountability consistent with the Gilbert Centre's Leadership Expectations Framework.
- Lead goal setting, performance reviews, and provide regular, ongoing feedback to support professional growth and organizational consistency.
- Promote psychological safety and emotional wellness within the team.
- Integrate lived/living experience leadership into program design, delivery, and evaluation.
- Engage in ongoing professional development and relationship building with sector peers, funders, and networks to strengthen community program leadership and external visibility.
Program Coordination & Accountability
- Oversee day-to-day service delivery, program coordination, and integration of multiple community programs within a shared framework.
- Participate in the implementation of departmental policies, procedures, and data reporting systems to enhance efficiency and accountability.
- Identify metrics for success and facilitate goal-driven learning across teams.
- Ensure that all funder and community accountabilities are met, including data collection related to reporting and other community-facing feedback and engagement processes.
- Balance in-reach and outreach services based on community needs and organizational capacity.
- Collaborate with the Operations Manager on financial tracking, procurement needs, and compliance processes to ensure effective resourcing of community programs.
- Collaborate with the clinical program leadership to ensure seamless pathways between clinical and community supports.
- Prepare and monitor program budgets; collaborate with Operations leadership on variance tracking and corrective actions.
Community Engagement & Partnerships
- Represent the Gilbert Centre at relevant network tables, coalitions, and community partnerships across Simcoe Muskoka.
- Nurture and capitalize on formal pathways with Public Health, Community Health Centres, shelters, housing providers, and allied services to coordinate outreach and in-reach.
- Strengthen collaboration with local service providers to enhance access and advocacy for priority populations.
- Integrate feedback from peers and people with lived/living experience into program design and evaluation.
Planning, Evaluation & Reporting
- Lead the development and implementation of evaluation tools (e.g., logic models, Theory of Change) to drive quality improvement and demonstrate program impact for various audiences.
- Work closely with the Operations Manager to ensure funder systems, reports, and grant documentation are accurate and submitted on time.
- Ensure timely, accurate submission of reports to funder systems (e.g., OCHART, Treat, and NEO) and internal dashboards.
- Contribute to budget planning and resource allocation in collaboration with the Operations Manager.
- Participate in evaluation of the pilot management structure to inform long-term organizational design.
Organizational Leadership
- Demonstrate a commitment to Gilbert Centre's Vision, Mission and Principles through action and support achieving success according to the current Strategic Plan.
- Support or lead Centre-wide events and initiatives such as World AIDS Day, community testing drives, fundraising campaigns, and public education activities, in collaboration with other managers and staff.
- Participate in organizational planning, risk management, and policy development as part of the management team.
- Contribute to a welcoming, inclusive environment by engaging with participants, Ambassadors, volunteers, and staff.
- Contribute to policy development and strategic planning discussions.
- Model the values of radical compassion, collaboration, and equity in all internal and external relations.
- Champion the Gilbert Centre's Leadership Expectations Framework in daily practice.
- Support cross-program initiatives, events, and culture-building activities.
- Contribute to or collaboration in fund development activities, including supporting existing and future social enterprise models as appropriate.
- Other administrative and operational duties and responsibilities as required.
Qualifications
Required
- Minimum 3 years of experience in program management or supervision within community services, public health, or related fields.
- Post-secondary education in social work, public health, public administration, community development, business administration, or a related field (or equivalent lived/work experience).
- Demonstrated experience leading staff teams and managing multiple projects or funded initiatives.
- Understanding of harm reduction principles and approaches/strategies, 2S-LGBTQ+ inclusion, trauma-informed care, and health equity principles.
- Strong interpersonal and conflict-resolution skills with a proficiency in constructive communication.
- Ability to analyze data and translate evaluation findings into program improvements.
- Valid driver's license and ability to travel within Simcoe Muskoka.
Preferred
- Experience working within a unionized environment
- Experience with policy development, funder reporting, and organizational change initiatives.
- Familiarity with non-profit governance and strategic planning.
- Knowledge of social enterprise activities and their contribution to non-profit sustainability.
Compensation & Contract Details
- Salary Range: $60,000-75,000 salaried at 35 hours / week; aligned with experience, portfolio breadth, and supervisory scope.

- Paid Time Off: 3 weeks' Vacation, 3 weeks' Sick, and 1 week Float, annualized.
