What you will do:
Reporting to the Commissioner of Community Services, the role provides the vision and leadership for facility management and space planning across all areas of the organization. The incumbent will provide direction and leadership for construction projects and implement and support cost effective corporate facility-based asset management strategies in alignment with the corporate strategic plan and business operations.
Your primary responsibilities will include, but are not limited to, the following:
- Prepare and submit operating and capital budgets, and annual business plan for the division including regular monitoring of performance and cost control measures.
- Develop and recommend policies and procedures for the construction, maintenance and security of facilities in accordance with legislation and contractual requirements.
- Formulate and deploy long-term strategic plans for facility renewal, disposal and construction for long-term sustainability of building assets. Research and apply best practices in FDMS and develop quality measurement tools, standards, policies and procedures to support services.
- Responsible for planning and implementation of service agreements, rehabilitation and construction projects performed by external consultants and contractors including contracts, tenders and contract claims resulting from work performed.
- Oversee and direct the team to complete divisional work plans on time and on budget including work planning, coaching and mentoring, recruitment and reviewing performance.
- Responsible for the recruitment, selection, orientation, supervision, performance management, mentoring and development of division members. Coach and advance the technical skills of the team with a focus on excellent customer service, efficiency, and positive employee relations.
- Provide overall leadership and direction for the City's Computerized Maintenance Management System.
- Responsible for operational and strategic oversight of community safety initiatives, alongside staff in other City divisions (e.g. Municipal Enforcement Services, Community Programming & Outreach Services).
- Ensure equity, diversity and inclusion are embedded in service delivery and operations.
- Collaborate with corporate management team, elected officials, leaders in other divisions and build and maintain relationships with external interested and affected parties.
- Participate as a member of the Operational Leadership Team (OLT) and on corporate internal and external committees as required.
- Attend and present at Council meetings and field inquiries from elected officials; respond to media enquires.
- Establish and communicate a strong strategic focus for the division.
What you will bring:
- Successful completion of a 4 year Bachelor's degree in facility management, engineering or building sciences and a license as a professional engineer (P.Eng.) (preferred) or architect in the province of Ontario with a minimum 7 years' experience working with asset management including technology, municipal public works, project and financial management, energy use and green house gas generation, facility engineering design standards, construction management, contract law and municipal funding; equivalent combinations of education and experience may be considered.
- Experience in applying and knowledge of legislation including the Ontario Building Code, the Municipal act, Technical Safety Standards Authority, Employment Standards Act and the Occupational Health and Safety Act.
- Positive track record of leadership in a unionized environment including creating a positive team culture by influencing, inspiring, assisting and developing others.
- Demonstrated written communication, oral presentation, and reporting skills; and superior problem solving and negotiation skills to deal effectively with various parties.
- Commitment to outstanding customer service with the ability to lead, motivate, influence and work collaboratively and effectively with the public, internal customers and other partners.
- Excellent organization skills and experience in coordinating and managing multiple activities and projects under tight time constraints and resulting in successful conclusions.
- Superior problem solving and negotiation skills to work effectively with various collaborators.
- An ability and willingness to travel between worksites, as necessary, utilizing reliable, safe and efficient methods of transportation is required to perform the job.
- A passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment.
