Are you interested in
Construction Contract Administration and Inspection
and have you worked on large Infrastructure projects? Have you successfully worked with Project Managers and Construction Managers on ensuring infrastructure meets project requirements? Parsons is currently seeking an assistant with Construction Contract Administration and Inspection to work with our Senior Project Team on large scale Infrastructure projects. In this role, you will:

  • Provide Inspection and administration of the construction contract on behalf of the owner/client, typically for a government agency/municipality
  • Verify that the construction is done in accordance with the contract documents and specifications
  • Administer payment and resolving claims with the contractor
  • Prepare reports, usually of a financial nature, relating to contract costs, incremental contract funding, number/dollar value of contracts received in given time-period, and project status reports.
  • Monitor the progress of the work and provide updates to the owner.
  • Resolve construction issues through the RFI, Site Instruction and Change Order Processes
  • Oversee the Quality Assurance program and administering Non-Conformances to the work
  • Supervise the inspection and administration staff working on the project

Canadian inspection experience and the ability to perform the following tasks:

  • Ability to review and interpret archaeological, geotechnical, and environmental reports.
  • Provide interpretation of drawings, specifications and other documentation as required.
  • Resolve contractor's inquiries regarding conflicts in the contract documents.
  • Generate and issue supplemental documentation as necessary to correct these conflicts.
  • Provide drawing and specification revisions and issue field design drawings and sketches as required to support the contractor(s).
  • Perform technical reviews of construction plans, shop drawings and submittals, including O&M Manuals, for Contractor supplied and pre-purchased equipment and materials.
  • Review requests for material substitution, and design changes.
  • Perform inspections of the work by all disciplines as required to verify that the work is proceeding in conformance with the design, in accordance with all applicable codes and standards and authorities having jurisdiction. Submit regular site inspection reports.
  • Conduct construction meetings throughout construction, as required, to facilitate completion of the Work.
  • Review contractor's progress schedule updates and provide recommendations for acceptance for Owner's approval, as required.
  • Facilitate coordination of all work with the contractor for the earliest, most cost efficient and effective completion of the Work.
  • Review contractor's claims for additional work and requests for change with Owners, as required.
  • Prepare recommendations for change orders, as required.
  • Prepare contractor's monthly progress payments and provide recommendations for acceptance for Owner's approval as required.
  • Oversee and witness the Contractor's testing and commissioning as required by the work.
  • Perform Substantial Performance and Total Performance inspections. Prepare deficiency lists and estimates to complete deficient or incomplete work.
  • Provide assistance with any issues arising from warranty / guarantee / compliance issues with contractors, vendors or stakeholders.
  • Prepare and maintain "Record" drawings for the project.
  • Conduct detailed construction inspection, generate electronic inspection reports.
  • Generate and electronically catalogue digital photographs.
  • Assist in coordinating the work and act as the primary contact between all parties.
  • Generate and submit monthly progress reports.
  • Maintain records of quantities of unit rate work required for contractor payments.
  • Participate in the resolution of any safety concerns.

Required Skills You'll Bring

  • Experience managing MMCD and CCDC contracts
  • Knowledge and experience with construction law, statutes, regulations, codes or bylaws such as:

  • WorksafeBC

  • Builder's Lien Act
  • Building code
  • MMCD Spec
  • MoTT Specs (Traffic Management Manual)
  • MoE Specs (Environmental Protection and Sustainability)
  • Best Practices

  • MMCD CCA Certification (or qualified to be certified)

  • Degree or Diploma in Construction Management or Civil Engineering, and/or combination of related experience
  • 5+ years of experience in construction administration
  • Knowledge of the Contract Administration requirements
  • Knowledge of applicable design standards, OPS specifications, standard drawings, and quality control / quality assurance material testing methods.
  • Knowledge of the application of transportation construction practices and methods including the applicable quality assurance procedures
  • Proven analytical, communication, and negotiation skills.
  • Effective organizational and interpersonal skills.
  • Ability to utilize computer software such as MS Word, Excel, including experience with specific software and with material payment calculation methods.
  • G License required
  • The successful candidate will have the ability to prepare memos and technical reports. Proven success in managing large municipal and transportation engineering projects and proven success in managing a team of inspectors, engineers and technologists is a must.

Salary Range
$61,300 - $113,900
