Fundy Ocean Research Center for Energy (FORCE) is seeking a Technical Project Manager to lead key projects that support the growth of Nova Scotia's tidal energy sector to help lead our mission at a pivotal moment for Canada's renewable energy landscape. With new momentum from the federal Task Force for Sustainable Tidal Energy, world-leading tidal technologies on the horizon, and upcoming project opportunities at our test site, this is a rare chance to be a part of real change in a sector on the rise.

As Canada's lead research facility for tidal stream energy, our site supports industry and innovators by providing the electrical infrastructure needed to test and connect tidal technologies to the grid. Our work focuses on advancing applied ocean science, assessing environmental effects, and building trusted relationships across industry, research, communities, and government.

We're looking for a strong project leader with deep technical understanding, proven organizational skills, and a background in research project management and electrical engineering. THE ROLE
Reporting to the Executive Director, the Technical Project Manager plays a key role by leading the planning, coordination, and delivery of technical projects that support tidal energy demonstration and facility operations. The primary focus of this role is leading FORCE's Ocean Sensor Innovation Platforms (OSIP) project, which will deploy an autonomous floating platform, and submersible sensor systems on the seafloor, to collect data and advance responsible tidal energy growth. A secondary focus involves overseeing FORCE's electrical and interconnection infrastructure, supporting the ongoing integration of tidal power within Nova Scotia's electrical grid. Working closely with FORCE's internal team and external partners, the Technical Project Manager combines strong project management discipline with technical expertise to ensure that complex electrical and marine infrastructure projects are delivered safely, efficiently, and to the highest standards.

Key Responsibilities

  • Project Leadership

  • Lead the planning, scheduling, budgeting, reporting, and execution of the OSIP project.

  • Coordinate multidisciplinary teams, contractors, and vendors to deliver projects on time and on budget.
  • Act as the primary liaison with the project funder (NRCan), preparing reports, updates, and financial claims.
  • Support internal planning and reporting processes to align project outcomes with FORCE's strategic priorities.

  • Technical Oversight

  • Provide technical direction for electrical and interconnection systems, ensuring safety, compliance, and reliability.

  • Oversee contractors and project partners, managing performance, scope, and quality of work.
  • Serve as the primary point of contact for Nova Scotia Power Inc. (NSPI) on all interconnection, metering, and compliance activities.
  • Develop and track annual budgets, monitor expenditures, and maintain full financial accountability for project-related programs.
  • Review and interpret engineering drawings, specifications, and designs to ensure technical and regulatory alignment.

  • Stakeholder Collaboration

  • Support engagement with technology developers, government, regulators, and industry groups.

  • Provide technical input for public communication, education, and engagement activities.
  • Participate in tours, briefings, and technical exchanges at FORCE's interconnection facility.
  • Prepare reports, presentations, and briefing materials for stakeholders and the Board of Directors.

Qualifications & Competencies

  • P.Eng. in Electrical Engineering (or related discipline).
  • PMP or equivalent project management certification desired.
  • Minimum five years of progressive experience managing complex, multidisciplinary projects.
  • Strong knowledge of medium- and high-voltage electrical systems, grid interconnection, and power distribution.
  • Familiarity with marine energy, subsea systems, or infrastructure projects is considered an asset.
  • Experience with substation systems, switchgear, transformers, and metering equipment preferred.
  • Understanding of SCADA, data acquisition, and real-time monitoring systems a benefit.
  • Proficiency in project management tools, CAD, and electrical design software.
  • Strong technical documentation and communication skills.

WORK ENVIRONMENT

  • Hybrid role with time split between FORCE's Dartmouth office and Parrsboro test site.
  • Fieldwork and site visits in marine and electrical environments are required.
  • Some travel across Nova Scotia for meetings and stakeholder engagement.
