The Position

  • The Monitoring and Evaluation Advisor's focus is to strengthen monitoring systems for projects supported by Plan International Canada, program learning feedback mechanisms, and program evaluations in assigned project portfolios;
  • Work closely and cross-functionally with technical experts and program managers based in Canada and abroad, and with monitoring and evaluation staff in Plan International Country Offices
  • Possess technical proficiency, engaging facilitation skills, and the ability to work congenially within a highly cross-functional and large team
  • Support the implementation of a wide variety of Plan International Canada supported projects with the objective of improving data quality, program effectiveness and ensuring donor compliance

What success looks like?

  • Projects are designed and implemented collaboratively with strong technical foundations, including well-articulated logic models, performance monitoring frameworks, and fit-for-purpose monitoring systems.
  • Country Office teams are equipped with effective databases and streamlined processes that enable the collection of high-quality, real-time monitoring data.
  • Project teams are supported through technical guidance to develop and lead monitoring systems and evaluation strategies that are robust, consistently implemented and respond to project needs
  • Monitoring and evaluation deliverables—such as baseline and endline studies, relevant sections of reports—are completed on time, accurate, and meet all donor and organizational standards.
  • Project teams receive actionable M&E recommendations that lead to measurable improvements in project design, implementation, and reporting.
  • M&E staff in Country Offices demonstrate increased capacity and confidence in managing monitoring systems, using data collection tools, conducting quality assurance, and producing insightful analysis and reports.
  • External consultants are effectively managed to deliver timely, high-quality evaluations, with sound methodologies, appropriate sampling, and rigorous data analysis that informs strategic decision-making.

As Our Ideal Candidate You Will Have

  • A proven track record of expertise in designing 1) logic models and performance measurement frameworks for multiple thematic areas, 2) monitoring systems including data collection tools and protocols, creating databases, managing and analyzing data, and presenting data for use by different audiences
  • Successfully collaborated with field and head office technical and program colleagues to produce quality monitoring systems, technical and programmatic reports, including the provision of capacity building support
  • Used quantitative and qualitative data collection methods with appropriate sampling and analysis to show the achievement of outcomes, and have used this information to improve programming
  • Experience in the use of digital technologies in M&E applications such as data collection or analysis; experience with the development of PowerBI dashboards and reports and/or management of longitudinal datasets desirable.
  • Experience leading consultants to design appropriate studies and deliver quality products in line with project and contractual agreements
  • Experience working in a collaborative team environment in an international NGO setting as a supportive technical role requiring extensive and effective communication to reach agreements and get things done
  • Fluency in French is strongly preferred; Spanish or other language skills are an asset.

The salary range for this position is anticipated to be between $64,000 and $80,000. We comprehensively evaluate a variety of factors to determine fair compensation, including experience, specific job-related skills, and relevant educational or professional training. Additionally, we ensure that compensation is equitable across our team and aligns with current market trends. This role also qualifies for an extensive benefits package and generous paid time off.
