Department Overview
The Treasury and Balance Sheet Management (TBSM) department is responsible for overseeing the management of TD's non-trading market risk, capital, investments, treasury trading activities, liquidity management, funding and transfer pricing. The Enterprise Recovery and Resolution Planning Office (ERRP) is responsible for managing recovery and resolution planning for TD Bank and the enterprise. This team prepares strategic plan submissions to Canadian regulators and coordinates recovery and resolution planning testing activities. The ERRP also works with local management teams in various foreign jurisdictions where the Bank operates to assist in the development of local recovery plans, covering the U.S., Europe and Asia. The ERRP is also responsible for the delivery of TDBG's financial crisis management activities during periods of stress. ERRP is situated in Treasury and Balance Sheet Management within the broader Finance organization of TD Bank.
Job Description / Accountabilities:
The Senior Manager, Recovery and Resolution Planning position (Senior Manager) is a key member of the Strategy and Execution Team with broad recovery and resolution planning (RRP) responsibilities. They include, but are not limited to:
- Develops, manages and executes complex RRP strategies and assessments.
- Oversees and leads multiple RRP work streams, including effective liaison with a broad range of stakeholders, briefings to senior management and production of associated reporting.
- Writes well-founded, formal and succinct plan content for TD's Crisis Management Recovery Plan and the TD Resolution Plan, as well as develops effective presentations and reports to management, the Board and/or its Committees, and regulators.
- Helps interpret new regulatory guidance, operationalize it for responsible areas within the Bank and helps ensure that the Bank meets regulatory expectations within owned work streams.
- Challenges RRP content in alignment with enterprise policies, guidelines, plans and standards.
- Represents ERRP on cross-industry working groups and forums, as appropriate, and participates in meetings with regulators.
- Collaborates with Subject Matter Experts (SMEs) across the enterprise to address new regulatory requirements or expectations, identify and manage the impact of owned work streams on other areas of the program and other areas of the Bank.
- Leads the development and delivery of testing streams to support financial crisis management, recovery option viability and/or advance the resolvability of the Bank, including working with areas who own distinct capabilities, while providing organizational supports and governance oversight for test delivery and full regulatory documentation on tests, as required.
- Contributes to strong governance across ERRP's deliverables and to the continuous improvement of all frameworks, policies, processes, and procedures in the program.
- Provides timely updates and escalations to management to ensure that deliverables are of appropriate quality, finalized on timely basis and adhere to internal / external requirements. Ensures that issues are identified, flagged and remediated in a timely and effective manner.
- Is knowledgeable and helps maintain ERRP Policy and Guidelines, program guides and relevant desk procedures, applicable frameworks, programs and processes.
- Champions strong culture of effective program delivery with appropriate controls and helps the program operate within TD's Risk Appetite.
- Provides technical expertise, general direction, quality control and subject matter expertise to the team.
- Mentors and functionally oversees more junior staff.
- Maintains positive working relationships within Treasury and Finance, and with numerous business partners, stakeholders and contributors across the enterprise.
Qualifications / Skills / Experience:
- Bachelors degree required (finance, legal) preferred
- 5+ years of related work experience
- Positive self-starter, able to consistently deliver with limited supervision in a high-paced regulatory environment
- Proactive and highly motivated person who will take the initiative, manage a portfolio of responsibilities and can organize and manage unstructured activities.
- Excellent written and verbal communication skills with the ability to draft plan content, synthesize complex data and numbers into clear and compelling stories for technical and non-technical audiences
- Strong oral presentation skills for diverse audiences of small-to-medium size, including regulators and executives
- Exceptional organizational skills with the ability to analyze and prioritize many different competing priorities with a high degree of attention to quality, detail and deadlines
- Proven analytical and problem-solving skills
- Acts with integrity and able to handle confidential and privileged information
- Able influencer outside of their chain of command with strong relationship management skills
- Provides exceptional customer service to colleagues, management and stakeholders
- In-depth treasury, financial, or accounting knowledge, particularly as it pertains to liquidity or capital management, funding activities or mergers and acquisitions, asset liability management or accounting, as well as recovery and resolution functions, would be significant assets.
- Experience compiling or reviewing legal and/or regulatory submissions, as well as interpreting policies and regulations would be a significant asset.
- Program and/or policy development skills would be considered significant assets.
- Past experience managing programs, projects or deliverables of parallel complexity in a major financial institutions would be an asset.
Work activities include a blend of highly collaborative activities and individual deliverables. Individuals are expected to be onsite 4 days a week effective 3 Nov, 2025. Colleagues may spend more or less days in office as required by the business line.
