This position works closely with the Manager of the International Registration Plan (IRP) office. This position will advise and support the commercial trucking industry of PEI regarding the registration of vehicles, application requirements and associated fees under the International Registration Plan (FRP- Full Reciprocity Program) and participate in the Canadian Agreement Vehicle Registration Program. The IRP Plan is reciprocity agreement among the United States and the ten Provinces of Canada which recognizes the registration of commercial vehicles registered by other jurisdictions.
Duties will include but are not limited to:
- Support the commercial trucking industry in relation to the International Registration Plan (IRP), the Canadian Agreement on Vehicle Registration (CAVR) and related provisions of the Highway Safety Act and Regulations.
- Receive applications and assist carriers in their completion, confirm objectives of the IRP.
- Approve applications and enter carrier information into an electronic information system.
- Education and direct PEI based carriers on the regulations, policies and registration requirements; as well as registrants in other jurisdictions;
- Provide carriers and other stakeholders with information related to the Revenue Tax Act, International Fuel Tax Agreement, Roads Act and Weights Dimensions, National Safety Code and the United Carrier Registration that governs inter-jurisdictional (between provinces or between Canada and the USA) policies and vehicle registration;
- Respond to inquiries related to registration requirements, taxes and vehicle fees previously collected and/or due, in the renewal, purchase, sale, lease or transfer of vehicles;
- Audit International Fuel Tax Agreement (IFTA) reports and IRP applications forms to ensure and confirm no discrepancies in mileage;
- Conduct audits of funds collected through the IRP Clearinghouse'
- Audit amounts received by Prince Edward Island to ensure they are accurate;
- Establish and maintain monthly records for registration fees, tax and audits process in member jurisdictions;
- Issue refunds to out-of-province carriers through the Financial Information System (FIS);
- Generate a monthly Recap Report, verify applicable documentation and fee to the jurisdictions;
- Analyze and resolve application issues regarding fee calculations for all jurisdictions;
- To ensure accuracy, assist and provide knowledge-based input to the IRP Manager and systems staff to test modifications to computerized information system upgrades.
- Prepare a monthly renewal package for the industry;
- Answer correspondence as required;
- Maintain a filing system for PEI based carriers and members jurisdictions as well as a single trip permit inventory;
- Other related duties as required
Minimum Qualifications:
- Must have successful completion of a recognized office studies program or equivalent training program
- Demonstrated equivalencies will be considered.
- Working knowledge of office procedures and basic accounting, keyboarding skills;
- Working knowledge of computer applications such as International Registration Plan Production (IRP), Microsoft Word, Excel, Groupwise, Oracle, Single Window Access Technology (SWAT), Driver Vehicle System (DVS) and Recorded Information Management (RIM) etc;
- Knowledge of the International Registration Plan/ Full Reciprocity Plan (IRP/FRP) and the Canadian Agreement Vehicle Registration Program (CAVR) and associated legislation.
- Knowledge of the Prince Edward Island Trucking Industry, particularly as it relates to equipment used and customer needs for registration and permits regarding the International Registration Plan.
- Effective oral and written communication skills combined with customer service skills to be able to deal with a range of carriers.
- Must be organized and have the ability to work as a team as well as independently
- Must have the ability review information with strong attention to detail
- Must strictly adhere to confidentiality requirements.
- Good previous work record and attendance are required
- Other related supplemental training and/or education would be an asset
- The successful candidate must provide a current and satisfactory Criminal Records check (CRC) prior to starting work.
Other Qualifications:
Knowledge of the following software applications would be considered an asset:
- IRP System (International Registration Plan), DVS (Driver Vehicle System), Swat (Single Window Access Technology), Microsoft Excel, Word, Promiles, Adobe Reader, and FIS (Oracle).
