Job Summary
The role of Procurement and Contract Lead bridges engineering, construction, and commercial teams to ensure procurement activities are well-documented, compliant, and strategically aligned with project execution requirements. The Procurement and Contracts Lead supports the procurement and contract administration processes across all project phases, ensuring that materials, equipment, and services are sourced, purchased, and delivered in alignment with project schedule, budget, and quality objectives. This role reports directly to the COO and involves coordination across Engineering, Construction, Administrative and Project teams.
Roles & Responsibilities
1. Procurement Planning & Strategy
- Oversight and coordination of vendors under contract, ensuring alignment with the master schedule and project milestones.
- Coordinate with engineering and construction to establish procurement forecasts, long-lead item registers, and material schedules.
- Support sourcing strategies to ensure competitive pricing, vendor performance, and compliance with project specifications and standards.
2. Vendor Engagement & Evaluation
- Support Preparation and Issuance of Request for Proposals (RFP) packages, ensuring complete and accurate technical and commercial documentation.
- Assist with vendor evaluations, bid tabulations, and recommendation reports for management review and approval.
- Support pre-award and post-award vendor meetings to clarify scope, terms, and deliverables.
3. Purchase Order Administration
- Generate, process, and track Purchase Orders (POs) in accordance with approved procurement procedures.
- Ensure proper coordination with finance and accounting for PO approvals, change orders, and invoice reconciliation.
- Maintain detailed and traceable records of procurement transactions and correspondence.
4. Logistics & Delivery Coordination
- Monitor supplier fabrication and delivery schedules; track shipping documentation and customs clearance (if applicable).
- Coordinate expediting activities to prevent schedule delays, flagging critical path risks to project management.
- Verify goods receipt, manage discrepancy reports, and resolve non-conformance or delivery issues.
5. Reporting & Documentation
- Maintain and regularly update the procurement tracker, highlighting key risks, lead times, and budget status.
- Prepare weekly and monthly procurement status reports for management and client review.
- Support audits, close-out documentation, and lessons-learned processes.
Technical Strengths
- Strong knowledge of industrial procurement processes, including RFP, bid evaluation, PO management, and expediting.
- Familiarity with engineering deliverables, materials specifications, and vendor data requirements.
- Understanding of contract terms, incoterms, and supply chain logistics.
- Proficiency in Excel, Microsoft Project and document control systems.

Preferred Qualifications
- Diploma or degree in Supply Chain Management, Business, Engineering, or related field.
- Minimum 3–5 years of experience in procurement on industrial or infrastructure projects.
- Exposure to EPC or JV project structures (multi-stakeholder environment).
- Experience in nuclear, energy, manufacturing, or heavy industrial projects is an asset.
