The Ministry of Transportation's Major Infrastructure Projects Branch is seeking a Head, Project Development & Delivery to oversee the Highway 401 Tunnel Feasibility and Congestion Relief Study. This is an exciting opportunity to lead a team of motivated professionals looking at innovative ways to reduce growing traffic congestion along the Highway 401 corridor between Brampton and Scarborough.
Please note: this position can be located either in St. Catherine or Toronto.

- Guide, coach, and foster the growth of a diverse team of professionals and technical experts within the section.
- Manage the planning, development and delivery of the ministry's multi-million-dollar, multi-year Progressive Design Build (PDB) capital infrastructure project across Central Region.
- Provide expert engineering advice and leadership to address complex issues related to planning, contract development and administration, and application of ministry policies, management processes and systems for effective project delivery.
- Develop and manage substantial multi-million dollar project budgets along with unit's operating budget.
- Facilitate contractual agreements with service providers to support project execution.

The Transportation Infrastructure Management Division(TIMD) works in collaboration with other divisions to support MTO's commitment to provide a safe, efficient, and reliable transportation system by delivering on a capital program, including the planning, engineering and construction, and other related program administration functions of the provincial highway network and other provincial transportation infrastructure.

What you bring to the teamMandatory requirements
- Professional Certification: You are a Professional Engineer, licensed with the Association of Professional Engineers Ontario (PEO).
- Inclusive Leadership: You demonstrate a commitment to inclusive, values-based leadership that fosters a positive organizational culture and enhances capacity.
- Team Leadership: You lead multi-functional technical teams, providing strategic direction and resolving complex and contentious issues to achieve targeted outcomes.
- Operational Oversight: You apply strong planning and resource management skills to guide staff, meet deadlines, and deliver results aligned with organizational goals.
- Organizational Stewardship: You manage financial and human resources effectively, ensuring alignment with ministry priorities and labour relations frameworks.
- Civil Engineering Proficiency: You bring deep knowledge of civil engineering theory and practices, with a focus on highway and structural design, construction, and operations, including route planning and maintenance.
- Infrastructure Financing Knowledge: You understand financial principles related to Infrastructure Ontario's Alternative Financing and Procurement (AFP) model and public-private partnerships.
- Business and Procurement Acumen: You are well-versed in business planning, budgeting, and government procurement and contract management practices.
- Project Delivery: You apply project management methodologies to plan, prioritize, and coordinate concurrent initiatives, ensuring timely and efficient execution.
- Risk and Issue Resolution: You analyze complex engineering and construction issues, mitigate risks, and make authoritative decisions to ensure technical adequacy and contract compliance.
- Stakeholder Engagement: You build and maintain strong relationships with internal and external stakeholders, offering expert engineering advice and negotiating partnership agreements.
- Advisory and Representation: You represent the ministry on committees and working groups, contributing to policy development and resolving sensitive or complex issues.
- Technical Communication: You prepare and present technical reports, briefings, and documentation tailored to diverse audiences.
