Job Status: Contract position

Estimated Probable Duration: One (1) year (may be extended)

Hours of Work: 70 hours bi-weekly

Shift Work Required: No

Range of Pay: Group 11 - $3,197.60 to $3,764.60 bi-weekly (subject to review)

The start date will follow the selection process.

This position is eligible to work remotely on a part-time basis. Note: You will be required to work in the office two days per week.

Main Function: Coordinate and process occupational and non-occupational illness/injury claims to achieve the safe and sustainable return to work for all City of Greater Sudbury (CGS) staff.

Characteristic Duties: Under the supervision of the Manager of Health, Safety, and Return to Work Services.

Service Objectives:

  • Collaborate with the appropriate parties to ensure the safe and sustainable return to work of any employee experiencing an absence.
  • Lead the permanent accommodation process to ensure that employees and supervisors are supported and compliant with all legislation.
  • Lower overall number of days lost due to employee illness/injury.

Duties:

  • Responsible for the complete case management of all aspects of WSIB claims and non-occupational absences. Monitor and follow up on potential lost time injuries to facilitate employees' return to work wherever possible. Maintain regular communication and assess employees' conditions based on medical information to support their early and safe return to work (ESRTW) as their situation evolves. Keep detailed records of all disability related matters.
  • Coordinate and maintain ESRTW programs for injured workers in conjunction with supervisor, treating professionals, and union, where applicable. Act as liaison with employees, the medical community, WSIB, the insurance carrier, and Human Resources to provide for the safe and early return to work of employees with a focus on early intervention and medical management.
  • Represent CGS by presenting Management's Case at WSIB appeals and hearing/Income Protection Plan hearings, which includes production of documents, evidence, case law research, and examination and cross examination of witnesses.
  • Participate in the grievance resolution process, supported by Human Resources staff.
  • Ensure CGS is in compliance with legislation such as Occupational Health and Safety Act, Workplace Safety and Insurance Act, Employment Standards Act, Human Rights Code (OHRC). Prepare and maintain detailed assessments and documentation in support of these requirements.
  • Plan and conduct educational sessions for employees and managers on CGS policy, Workplace Safety and Insurance Act, and OHRC
  • Review NEER statements and pursue cost savings through aggressive case management and WSIB appeals as necessary.
  • Provide educational sessions and orientation training as required.
  • Support the Attendance Awareness Program acting as a resource to supervisors and provide support to employees as required.
  • Provide administrative support for case management activities, including preparing reports, tracking rehabilitation invoices, and maintaining up-to-date documentation on claim costs and outcomes.
  • Maintain the claims database (e.g., Parklane), generating statistical reports as required and ensuring accurate record-keeping for all occupational and non-occupational claims.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.

Qualifications:

Education and Training:

  • College Diploma in a related discipline (e.g. Social Services, Nursing, Human Resources) from a recognized college with Canadian accreditation.
  • Certification in Disability Management considered an asset.
  • Knowledge of Parklane software system considered an asset.

Experience:

  • Minimum of three (3) years of directly related experience with all aspects of WSIB case management, as well as non-occupational and disability attendance management, preferably in a large, unionized organization, with demonstrated interest in Human Resources Management.

Knowledge Of:

  • Highly competent with Microsoft Office Suite.
  • A sound working knowledge and understanding of the Workplace Safety and Insurance Act, the Occupational Health and Safety Act, the Human Rights Code, and other related legislation and regulations.
  • Computer software and administrative systems in a Windows environment (e.g., files maintenance, word processing, computerized spreadsheet applications, presentation software, information input and retrieval, PeopleSoft, and Parklane).
  • Best practices within an area of responsibility.
  • Horizontal linkages to other relevant government levels and services, as well as private sector rehabilitation services in the community.

Abilities To:

  • Demonstrate ability to work with employees, supervisors, and the broader medical community to bring about the early and safe return to work of employees, including mediation where necessary.
  • Liaise effectively between employees, supervisors and bargaining agents.
  • Demonstrate effective verbal, written and presentation skills.
  • Excellent communication, analytical, organizational, research and report writing skills.
  • Work independently plus as part of a team.
  • Proven problem solving skills and conflict resolution abilities.

Personal Suitability:

  • Mental and physical fitness to perform essential job functions.

Language:

  • Excellent use of English; verbally and in writing.
  • French verbal skills highly desirable; written skills an asset.

Other Requirements:

  • May require the use of a personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver's licence, have an acceptable driving record, and personal insurance coverage.

Development opportunity range of pay: $2,912.70 to $3,427.20 bi-weekly (subject to review). The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
