BACKGROUND:

SCO is a growing and dynamic regional First Nation organization that represents 32 Anishinaabe and Dakota Nations and more than 87,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples' inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.

OVERVIEW:

The Director of Health Transformation plays a pivotal leadership role in one of the most important and transformative initiatives undertaken by the Southern Chiefs' Organization (SCO) and its 32 Anishinaabe and Dakota Nations. Reporting to the Executive Director of Operations (EDO), this position carries the responsibility of guiding the collective vision toward a First Nations-led health system that reflects the inherent and Treaty right to health for southern First Nations citizens. The Director provides strategic direction and operational oversight for all work within SCO's health portfolio, which includes the Community Health Services, Southern First Nations Health Authority Project, and Indigenous Health Equity Fund. This role oversees the Non-Insured Health Benefits Program, the Cancer Care Project, and the Anti-Racism in Health Initiative, while supporting the continued growth of SCO's health services as new partnerships and opportunities emerge.

The Director serves as both a strategic leader and a trusted advocate, ensuring that community voices drive every aspect of health system transformation. This role is vital in advancing SCO's mandate to restore First Nations jurisdiction over health care, integrating traditional and western approaches to healing, and creating a future where every southern First Nations citizen can access safe, equitable, and culturally grounded care. The success of this position will have a lasting impact on generations to come, strengthening self-determination and improving the health and wellness of Nations as a whole.

KEY RESPONSIBILITIES:

Leadership and Strategic Planning

· Provide vision and leadership in advancing SCO's Health Transformation priorities and the establishment of the Southern First Nations Health Authority.

· Collaborate with the EDO, CEO and leadership team to set departmental timelines, policies, and performance targets.

· Guide the implementation of the Southern First Nations Health and Wellness Plan, ensuring culturally informed and community driven approaches.

· Represent SCO in high level discussions, negotiations, and working groups with federal, provincial, and Indigenous partners.

Program and Operational Management

· Oversee planning, implementation, and evaluation of health programs, including NIHB, Cancer Care, Anti Racism, and emerging IHEF projects.

· Ensure deliverables, outcomes, and reporting requirements are achieved within the parameters of funding agreements.

· Support innovation by integrating traditional knowledge, healing practices, and language into program design.

· Develop operational systems to support efficiency, accountability, and data informed decision making.

Financial Oversight and Funding Administration

· Manage multiple health related funding streams and ensure compliance with financial and reporting requirements.

· Develop, monitor, and manage budgets for all health programs and projects.

· Identify opportunities for new funding and partnerships that align with SCO's strategic priorities.

Community and Stakeholder Engagement

· Build and maintain strong, respectful relationships with SCO member Nations, Chiefs, Elders and health directors.

· Engage with community leaders to ensure local health priorities and needs are reflected in program design and delivery.

· Collaborate with provincial and federal agencies, Indigenous organizations, and other partners to strengthen system wide coordination and advocacy.

Organizational Development and Team Leadership

· Lead, mentor, and support staff within the Health Transformation team to achieve departmental goals.

· Promote a positive and collaborative team environment that reflects SCO's values of respect, integrity, and community service.

· Contribute to cross departmental initiatives and organizational development activities as a member of SCO's senior management team.

EDUCATION AND QUALIFICATIONS:

· Post secondary degree in Health Administration, Public Administration, Business, or a related field.

· Minimum five (5) years of progressive leadership experience in health, government, or Indigenous organizational management.

· Demonstrated knowledge of First Nations health systems, governance structures, and community-based service delivery.

· Experience managing multiple funding agreements and complex portfolios in a health or social service context.

· Strong understanding of the social determinants of health and integration of both western and traditional health approaches.

· Excellent communication, facilitation, and relationship building skills.

· Ability to work effectively with Chiefs, councils, Elders, and community partners.

· Ability to speak Dakota or Anishinaabemowin is considered a significant asset.

· First Nations candidates will be given preference.

OTHER REQUIREMENTS:

· Current and satisfactory criminal record check with vulnerable sector check and a Child Abuse Registry check.

· If the incumbent is a member of a registered profession, they must be a member in good standing with their regulatory body.

· Must have a valid class 5 MB driver's license and access to a reliable vehicle as travel will be required.

· Flexibility for occasional evening or weekend meetings or events may be required.
