The Opportunity
The Government Programs Manager is responsible for identifying, securing, and managing government funding opportunities for Nature's Touch at the Canadian federal, Quebec provincial, and U.S. federal and state levels. This role oversees the entire lifecycle of funding initiatives, from researching relevant programs and preparing applications to coordinating with internal teams and ensuring post-award compliance, reporting, and audit readiness. Reporting directly to the Chief Financial Officer, the Government Programs Manager works cross-functionally with Finance, Operations, and Executive teams to align funding strategies with business priorities and maximize the financial benefits of grants, tax credits, and incentive programs.
What You'll Do- Funding Opportunity Identification:
Conduct proactive research to identify government grants, subsidies, tax credits, and incentive programs at the Canadian federal, Quebec provincial, and U.S. federal and state levels that align with the company's strategic objectives. - Application Preparation & Submission:
Prepare and submit high-quality grant proposals, funding applications, and supporting documents in a timely manner. - Stakeholder Coordination:
Work closely with cross-functional teams and project owners to develop compelling funding proposals and ensure that proposed projects align with organizational goals and capabilities. - Award Management & Compliance:
Manage awarded grants or incentives through their full lifecycle. Monitor project progress and expenditures against funding requirements, ensuring all conditions and milestones are met. - Reporting & Documentation:
Prepare and submit all required post-award documentation, including interim and final reports, financial statements, and outcome analyses. Maintain accurate records of grant agreements, correspondence, and performance results. - Audit & Review Readiness:
Ensure audit readiness by maintaining documentation for funded projects and coordinating audits to demonstrate compliance with funding agreements. - Incentive & Tax Credit Management:
Manage incentives and tax credits, including the Scientific Research & Experimental Development (SR&ED) program, by identifying relevant opportunities, coordinating with technical teams, preparing documentation, and ensuring CRA compliance. - Strategic Alignment & Advisory:
Collaborate with Executive and Finance leadership to develop a government funding strategy that supports key business initiatives (such as capital expansion, innovation, sustainability, or market expansion). - Cross-Functional Collaboration:
Partner with internal teams such as Operations, Engineering/Product Development, and Sustainability to understand upcoming projects and investments that could qualify for funding.
What You Bring
- Education:
Bachelor's degree in Business Administration, Finance, Accounting, or a related field is required. A master's degree in taxation is considered a strong asset. - Experience:
Minimum of 5 years' experience in grant administration, government funding programs, or related project management, with a proven record of securing funding and managing projects to completion. - Funding Knowledge:
Strong working knowledge of Canadian federal and Quebec provincial funding mechanisms, including grants, contribution agreements, loans, and tax credit programs. - Experience with SR&ED:
Experience with SR&ED tax credits, export development grants, and capital investment incentives. Proven expertise in tax incentive programs-particularly within Big Four environments, is a significant asset. - Project & Budget Management Skills:
Excellent project management skills with the ability to handle multiple funding projects simultaneously and meet tight deadlines. - Regulatory Compliance:
Keen attention to detail with the ability to interpret and ensure compliance with government program guidelines, legal requirements, and reporting obligations. - Communication Skills:
Exceptional written and verbal communication skills, with the ability to craft clear, persuasive proposals and reports and explain complex funding requirements to internal teams. - Interpersonal & Teamwork:
Strong interpersonal skills with a collaborative approach to working across departments. Able to influence and coordinate cross-functional teams without direct authority. - Language:
Fluency in English is required. Proficiency in French is strongly preferred.
Preferred Experience
- Industry Background:
Experience in the agri-food, frozen foods, or manufacturing sectors is highly preferred. - Government Funding Expertise:
Demonstrated success in securing government funding or incentives such as SR&ED, IRAP, CanExport, Investissement Québec grants, or sustainability grants is an advantage. - Stakeholder Network:
Existing relationships or experience working with funding agencies, program officers, or industry associations in Canada/Quebec is beneficial. - Adaptability:
Experience scaling funding operations or navigating a high-growth environment is a plus. Ability to adapt to changing priorities and proactively seek new funding opportunities.
Working Conditions
- Employment Type & Schedule:
Full-time, permanent position with a regular Monday-to-Friday work schedule during standard business hours. - Location:
Based at Nature's Touch's Canadian headquarters in Montreal, Quebec. Work is performed on-site in an office setting, with a hybrid arrangement as per company policy. - Travel:
Minimal to moderate travel within Canada and the United States may be required.
