JOB DESCRIPTION

The position is responsible for receiving and assessing applicants for the Seniors Housing Program and Family Housing Program; assigning units to those applicants most in need based on their assessment; and managing the day-to-day relationships of those applicants who become social housing tenants.
Duties will include but not limited to
:
- Manage all tenant related issues associated with tenant placement including, transfers to other buildings, complaints, tenant health crisis, inquiries from tenants and family members, collection and non-payment of rent, evictions and non-compliance with housing policies.
- Implementing person-centered collaborative case management with all applicants and tenants.
- Encourage and facilitate productive communication with the tenant, while recognizing complex issues.
- Work collaboratively with a variety of external organizations to provide appropriate case plans with tenant to assist them with maintaining and remaining in their unit and improve their quality of life.
- With the addition of new transitional housing units, Housing Officers are required to liaise with Child Protection and PEI Family Violence Prevention Services in the coordination of the tenants' services. As they are transitional housing units, these units have a higher turnover and require a more detailed focus around case management by the Housing Officer.
- Assess new applicants, and re-assess existing applicants, in accordance with program criteria and policy to determine eligibility and level of need.
- Complete, in a timely manner, all required documentation, case notes and various business processes associated with applications and annual reviews.
- Complete in-home assessment process to determine status of applicant, including current housing situation, income, health, shelter costs to income ratio, assets, previous rental history, suitability and preference of applicant in relation to housing units. Ensure accurate and consistent use of housing application assessment tool.
- Determine which type of Mobile Rental Voucher a tenant is eligible for, Direct to Landlord, Direct to Tenant.
- Complete unit inspections with the landlord and tenant prior to occupancy; document any issues with the unit for follow-up for reference.
- Liaise with the landlord and tenant to facilitate the relationship including ensuring tenants understand and follow landlord requirements; ensure tenants issues (maintenance and other, e.g., noise complaints) are resolved by the landlord.
- Other duties as required
Minimum Qualifications:
- Must have a university degree in a related discipline such as Business Administration or Social Sciences.
- Experience working in Housing Services is preferred.
- Must have experience working with people and their families in the areas of social services (individuals, family and seniors) and understand the impacts and barriers faced by individuals wanting to move toward and achieve independence.
- Demonstrated equivalencies will be considered
- Strong understanding of community, provincial and federal partners and resources as they relate to housing.
- Must be proficient in interviewing skills.
- Must obtain a certificate in collaborative case management training through on-site training within 2 years of employment.
- A good understanding of financial documents (Notice of Assessments, RRSPs, Annuities, Assets, etc.).
- Must have excellent oral and written communication skills.
- Must have excellent time management skills.
- Good working knowledge of computers, i.e., GroupWise, Excel, Word, and Access.

Housing Corporation Act

Landlord Tenant Act
, the health and social service systems, and current social housing trends. - The employee is required, as a condition of employment, to provide a motor vehicle for the purposes of carrying out employment functions as well as valid driver's license.
- A good previous work and attendance record and an acceptable criminal record check and vulnerable sector check
Other Qualifications:
- Course work in Gerontology would be an asset. Additional relevant education and experience would be considered an asset.
- Experience working in Housing Services or property management would be an asset.
- Knowledge of the Freedom of Information Protection of Privacy Act and management of privacy of client information would be asset. Experience in collaborative case management would be considered an asset.
- Training in Trauma Informed Care and training in Mental Health First Aid would be considered an asset.
Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
