The Residential Tenancies Branch (RTB) administers The Residential Tenancies Act, The Life Leases Act and The Condominium Act. The Branch is responsible for: the resolution of landlord and tenant disputes pertaining to security deposits, repairs, utilities, and other general disputes through investigation, mediation and adjudication; the regulation of rent increases; and enforcing compliance with the legislation.

Conditions of Employment:

- Must be legally entitled to work in Canada
- Must provide a satisfactory Criminal Record Check with Vulnerable Sector Search and Adult Abuse Registry Check.
- Must be able to work on-site (in office) five days per week when not travelling (office location is in Winnipeg).
- Must be able to travel throughout the province as required with occasional overnight stays.

Qualifications:
**Essential**:

- Post-secondary education in public administration, management, law, or administration of a quasi-judicial tribunal or regulatory scheme, or an equivalent combination of related education, training and similar experience.
- Strong leadership skills with experience leading operations to deliver client-centric services to the public.
- Strong supervisory and/or management experience with responsibility for human resources (e.g. training systems development, coaching, retention, succession, recruitment, performance and attendance management) and developing high functioning teams.
- Strong interpersonal skills including the ability to establish and maintain effective working relationships with a variety of internal and external stakeholders.
- Experience establishing clear operational plans with the ability to lead continuous improvement engagements involving multiple processes, services, partners and/or stakeholders, and the ability to coordinate the implementation of technological change.
- Experience reviewing, administering, implementing and interpreting complex legislation, regulations and policies.
- Excellent verbal communication skills with the ability to communicate in a clear and concise manner and present complex information to a wide range of audiences.
- Excellent written communication skills, including preparing complex advisory materials and submissions for senior and executive levels of the organization.
- Excellent analytical, problem solving, and decision making skills.
- Strong political acumen including the ability to effectively use tact and diplomacy.
- Excellent organizational and time management skills required to manage competing deadlines in a fast paced environment.

**Desired**:

- Knowledge of The Residential Tenancies Act.
- Ability to communicate in French.

**Duties**:
Reporting to the Deputy Director, the Manager of Adjudication and Mediation Services ensures the public receives timely and accurate adjudication and mediation services (Winnipeg, Brandon, Thompson), as well as the issuance of orders. The manager is responsible for program and policy development, supervision, coordination, and delivery of all adjudication and mediation services, including service standards under and the provisions of The Residential Tenancies Act, The Life Leases Act, The Condominium Act, and the Policies and Procedures Guidebook. This role involves initial dispute resolution of tenancy matters and providing information to clients in-person or by telephone. The position is responsible for program and policy development, identifying and measuring program and service delivery outcomes, and process improvement using continuous improvement principles.
