**Main Purpose and Function**

This is technical field work of an inspectional nature in a comprehensive hazardous building materials control

program for City-owned and occupied facilities and infrastructure. The Hazardous Building Materials Technician conducts hazardous building material assessments, prepares reports on severity and location of the hazards and procedures for the safe removal; carries out encapsulation or small quantity removal; and maintains the City’s Hazardous Materials Inventory Database. Employees in this class also prepare hazardous building materials removal and retrofit project specifications, and participate in contractor selection and monitor the project; and conduct hazardous building materials awareness training for City employees in various departments. Supervision is not close in the field; the Hazardous Building Materials Technician must exercise independent judgment and ensure that safe working practices are followed.

**Specific Duties/Responsibilities**

The position within the Hazardous Building Materials Team would be responsible for the following duties:

- Conducts surveys and sampling for hazardous building materials such as asbestos and lead.
- Prepares hazardous building materials assessment reports with sample results and recommendations.
- Carries out emergency encapsulation and/or small quantity removal under minimum supervision and in accordance with WorkSafeBC (WSBC) guidelines and regulations.
- Provides information and advice to ensure workers are in compliance with related WorkSafeBC (WSBC) regulations and procedures, guidelines, and provides direction to staff about hazardous building materials related hazards.
- Prepares job specifications for removal and retrofit of asbestos, lead, mould and other common hazardous materials in buildings as required; participates in contractor selection; acts as on-site supervisor while contractor works on removal and retrofit projects; and processes contractor invoices on work order system.
- Reviews hazardous building material consultant/contractor project related documentation.
- Facilitates hazardous building materials awareness training for City employees in various departments.
- Updates the hazardous building materials inventory database.
- Develops and maintains relationships with internal City departments, contractors, consultants, and other stakeholders.
- Responds to abandoned hazardous building material waste requests.
- Other duties related to the work.

**Minimum Qualification Requirements**

Education and Experience:

- Completion of the twelfth school grade preferably supplemented by health and safety courses related to the work.
- Graduation from an Institute of Technology in Occupational Health and Safety or a program that includes training in hazardous building materials is an asset.
- Considerable related experience in the identification, encapsulation, and removal of hazardous building materials; or an equivalent combination of education and experience.
- Current WorkSafeBC Level 5 Asbestos Certification.

Knowledge, Skills and Abilities:

- Knowledge of the materials, methods and equipment used in the sampling, surveying, encapsulation and removal of hazardous building materials and renovation projects.
- Knowledge of the occupational hazards and precautionary measures as related to building maintenance.
- Knowledge of health hazards of hazardous building materials.
- Ability to establish and maintain good working relationships with staff, clients of buildings and contractors.
- Ability to understand oral and written instructions and carry them out.
- Skill in the use of a variety of hand and power tools.
- Ability to work with a minimum of direct supervision
- Strength and ability to climb ladders and work on scaffolding or in cramped and awkward positions.
- Ability to prepare reports related to the work.
- Proficient in the use of Microsoft Office (Word, Excel, PowerPoint etc.).
