**Data Management Specialist**

**Halifax - Central Office Location**

**NS Early Childhood Development Intervention Services (NSECDIS)** provide province-wide specialized services to families of young children between birth and school entry, who either have a biological risk for or a diagnosis of, developmental delay in NS. Consultation, information, support and services designed to meet the individual needs of each child and family are delivered in the child's home and may extend to community based programs. Services emphasize the enhancement of skills and ability through planned interactions to promote child development and family capacity.

**Early Childhood Development Intervention Services (ECDIS)** also facilitate early childhood educator capacity building through the delivery of inclusion coaching to childcare and pre-primary program settings, utilizing the Pyramid Model. The Pyramid Model for Supporting Social Emotional Competence in Infants and Young Children is a conceptual framework of evidence-based practices for promoting young children's healthy social and emotional development.

As the Data Management Specialist, you will oversee the development and use of NSECDIS data systems to support ongoing Pyramid Model program service delivery within the community. As the Data Management Specialist, you will work in collaboration with our NSECDIS team to support the delivery of quality services through the collection, analysis, storage, and reporting of organization specific data.

The Data Management Specialist reports directly to the Director of Intervention Services and indirectly to the provincial Executive Director. Some flexibility for evening and weekend work is requires. Occasional travel will be required.

As a Data Management Specialist your duties and responsibility include, but are not limited to:

- Designing, developing, and modifying data infrastructure to support the processes of data analysis and reporting
- Developing standards of operation when handling and archiving data
- Assessing system performance and making recommendations for hardware, software, and data storage improvements
- Supporting problem solving and working with NSECDIS team to determine the ideal method(s) for gathering data to inform service delivery and meet organizational requirements
- Comparing and analyzing provided statistical information to identify patterns, relationships, and problems
- Preparing detailed reports for management and external stakeholders by analyzing and interpreting data
- Overseeing the integration of new technologies and initiatives into data standards and structures as needed
- Developing and reviewing presentations, manuscripts, graphs, and tables to ensure accuracy and quality
- Training NSECDIS staff, program leadership teams and others on how to properly organize findings, read data collected and use for program decision making
- Managing data collection schedules and communicating with Regional Directors, Coach Team Leads, and Inclusion Coaches regarding ongoing data collection strategies
- Ensuring data and information security by integrating and upholding digital security systems

**Required Qualifications and Skills**
- Minimum of a Bachelor's degree in mathematics, information management, statistics, computer science or related field
- Experience in the early years/education sector
- Ability to analyze, interpret, and organize large amounts of data
- Excellent communication skills to translate complex problems using non-technical terms
- Understanding of modern database and information technologies
- Excellent math, problem-solving, and analytical skills
- Excellent time management skills and the ability to work towards meeting multiple deadlines simultaneously
- Ability to compile and organize findings and data retrieved before presenting it to management
- Thorough understanding of management and data administration duties such as collection, analysis, and distribution
- Strong Interpersonal and communication skills to work in collaboration with NSECDIS team and program leadership teams
- Strong computer skills and ability to use necessary databases and software
- Familiarity with Client Relation Management Systems (CRM)
- Familiarity with SAP Crystal Reports and Power BI an asset
- Confident in decision making and the ability to explain processes or choices as needed
- Experience working with confidential information
- Commitment to family centred practice

**Salary**: $30.15/hour plus Benefit Package
