Morrison Hershfield's Transit Group provides planning, design and construction administration services for bus rapid transit, light rail transit, commuter rail, subway, stations, maintenance facilities and state of good repair projects. We are currently seeking an experienced Commercial Manager to complement our transit team in the GTHA. The Transit Commercial Manager - Subways will play a lead role in the delivery of large multi-year projects for clients. Assignments may include the requirement to work from the client’s premises in the GTHA.

**Responsibilities**:

- The Transit Commercial Manager will be responsible for managing the detailed day-to-day tasks with respect to the project, and streamlining the commercial management processes:

- Lead, develop and maintain strong collaborative working relationships, developing mutual trust and understanding
- Support the procurement of a Progressive Design Build Contractor
- Support Target price negotiations and Lead on Target Price aspects including incentivization regimes where required
- Lead and support on definition of Allowable Costs, assessment of incentive reward payments, verifying eligible cost.
- Control, manage, and report contractual obligations from procurement to final account including contract administration involving Early Warnings and Change Control
- Overseeing the procurement strategy development, incorporating vendor optimisation, local and sustainable vision realisation assessed against balancing cost, contracting strategy, efficient use of lump sum, turnkey, performance-based supply and market outreach optimisation.
- Continuously improving tender reports, protocols and documentation including the following key deliverables.
- Establishing, chairing, recording and reporting regular upstream commercial client meetings and similarly with service providers downstream.
- Managing the prequalification, solicitation and bidding strategies and implementation.
- Budget planning, forecasting and cost management. Cost benchmarking reports, provide elemental cost analysis information for benchmarking purposes.
- Overseeing all aspects of contract administration including payment certification, cost reporting, change management and reporting on progress.
- Participation in Service Definition work planning (and ASP) drawing upon the functional teams in Project Controls, Production, Interface Management, Field Services, Quality, and Safety
- Responsible for analysing and validating the RACI matrix for the project as it pertains to commercial issues
- Providing assurance analysis of planned targets (set-up by vendors) for realism and whether they meet the required criteria
- Champion of Continuous Improvement, utilizing Lean manufacturing tools, specifically pertaining to changeover, efficiency and costing;
- Provide substantial input to performance measurement systems, Key Result Areas/Key Performance indicators, implement long term improvement processes and monitor for results;
- Participate in key decision making, risk analysis and assessments;
- Ensure sustainability is at the heart of Program process and decision making to ensure the right decisions are made now and for the future.
- Help identify value engineering savings within the project designs and construction methods.
- Facilitate a project environment which is collaborative, inclusive, diverse and celebrates our differences.
- Create a high performing culture open to constructive challenge, seeking continual improvement and implementing lessons identified from past experience
- Training and development, mentoring of junior staff
- Qualifications:

- Minimum ten (10) years of relevant experience in large infrastructure and rail transit projects with renowned construction or consulting company(s)
- Minimum five (5) years of relevant experience working in large teams including Clients
- Expertise in negotiating 2 Stage/Progressive Design Build, Target Price contracts with risk and reward mechanisms
