**Job Description**:
***:Under the general supervision of the Deputy Chief - Professional Standards, the Commander is responsible for ensuring service compliance with all relevant legislation, regulations and standards, overseeing the recruitment and education of staff; and liaising with allied agencies in the community.
**MAJOR RESPONSIBILITIES**:
- Oversees, develops, and manages the professional standards unit, including regulatory compliance, employee education and recruitment.
- Liaises with the CACC, Hospitals, ORNGE, Fire Departments and other allied agencies.
- Ensures that employees work safely and in compliance with the relevant statutes and regulations, and within the policy and procedures as established by SNEMS and CTB.
- Co-ordinates and/or participates in any confidential investigations as needed, including call delays, response time delays and external or internal complaints, or any other investigation as needed.
- Oversees and maintains reports related to patient care, incidents, and vehicles and equipment to ensure compliance with legislative standards, including ensuring completion of Ambulance Call reports (ACR).
- Responds to major emergencies and assumes a position within Incident Command structure as required.
- Participates in the review and development of the organizational structure, priorities, strategic and financial plans as well as goals and objectives.
- Manages program staff including staff development, performance management/review, coaching/mentoring, health and safety, as well as discipline and termination decisions.
- Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, oversees/participates in the recruitment process and makes effective hiring decisions.
- Co-ordinates and/or participates in all service review activities.
- Acts as Deputy Chief of Professional Standards, as required.
- Oversees and conducts worker report of injury, investigations and supports follow up.
- Oversees and conducts Ambulance call Reports and Incident report audits, evaluations and investigations.
- Assumes on-call duties in addition to regular work hours.
- Performs such other related duties as may be assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Degree in health, public service, business administration, management, adult educationor other related discipline together with three years related experience; or
- Diploma in health, public service, business administration, management or other related discipline together with five years related experience
- Knowledge of Land Ambulance legislation, regulations, and current practices pertaining to training and quality assurance issues
- Knowledge of the points of interaction and critical interface within the health care system; and
- Experience in business management, planning, budgets, and finance
- Previous experience in adult education
- 5 years front line paramedic supervisory experience
**Skills/Abilities**:
- Ability to communicate effectively and concisely, both orally and in writing
- Superior ability to establish and maintain effective relationships with members of Municipalities, private and public officials, hospitals, Ministry of Health, subordinates, coworkers, and the general public
- Excellent time management, analytical/critical thinking, problem-solving, and decision-making skills
- Must possess superior analytical, multi-tasking, organizational, customer service and teamwork skills
- Must possess and maintain a valid Ontario Class “F” driver's license
- Must meet the definition of a competent driver as defined by the Corporation
- Must be proficient in the use computers and current related software
- Must be competent within the meaning of the _Occupational Health and Safety Act_

- Knowledge of Municipal Corporate Policies
**CONDITIONS OF EMPLOYMENT**:
- Must undergo a successful Police Vulnerable Sector Check (PVSC)
- Must remain a competent driver as defined by the Corporation
- May be required to provide a successful driver’s record (uncertified)
- Must work and attend meetings outside regular working hours
