Under the general supervision of the Manager of Taxation and Finance, the Supervisor of Taxation is responsible for administering and coordinating all activities related to taxation services within the Assessment and Taxation Department.
The Supervisor of Taxation is responsible for the general supervision of four distinct business units within the Branch. These are the Customer Service area, the Collections & Enforcement area, TIPP area, and the Local Improvement area.
The Customer Service area deals with the day to day customer service issues while the Collections & Enforcement area deal with the more complex customer accounts that are in the process of distress warrants and tax sale. The TIPP area administers the collections of approximately $70 million per month and 136,000 accounts, while the Local Improvement area deals with the construction, billing and collection for neighborhood enhancements such as concrete lane pavement and sidewalks.
**As the **_Supervisor of Taxation, _**you will**:
- Produces Property and Business Tax Rolls and Notices
- Coordinates the Tax Installment Payment Plan (TIPP) program
- Organizes the operation of the Customer Services Branch to effectively manage business processes, customer expectations and the resolution of customer requests.
- Supervises and monitors all activities leading up to the issuance of Distress Warrants for delinquent Business Tax Accounts and all activities leading up to Tax Sale
- Coordinates the management of the Local Improvement life cycle process
- Provides general supervision of Customer Services, Collections, TIPP and Local Improvement staff.
- Coordinates the development, implementation of enhancements and maintenance of Manta
- Prepare and/or assist in the preparation of a variety of divisional reports and correspondence
**Your education and qualifications include**:
- Business Administration Diploma or a related post-secondary diploma
- Accounting Courses is desirable
- Two (2) years previous experience
- Ability to perform responsible administrative and supervisory duties
- Ability to make good quality independent decisions and to formulate recommendations
- Ability to communicate effectively orally, and in writing with staff and with external departments and organizations
- Ability to manage change in a complex business environment
- Ability for project management and team leadership
- Ability to maintain a positive attitude towards customers under stressful conditions, and to deal with difficult situations effectively in a professional and productive manner.
- Ability to deal with stressful situations, sensitive issues and irate individuals with tact and diplomacy
- Ability to quickly acquire a thorough knowledge of the legislation and by-laws governing assessment and taxation
- Basic knowledge of Tax Roll maintenance procedures
- Thorough knowledge of financial records and systems with demonstrated ability to analyze and interpret complex spreadsheets and statistical reports.
