President and Chief Operating Officer

Our client, Western Canadian Spill Services Ltd. (WCSS) is the upstream petroleum industry’s oil spill preparedness and response support organization, operating on a non-profit basis with governance and oversight provided by representatives of our shareholders: Canadian Association of Petroleum Producers (CAPP), Trans Mountain, Enbridge Pipelines and the Oil Spill Cooperatives.

Operations support is provided by member company volunteers that participate on management committees on a regional basis and through the oil spill cooperatives. The WCSS management team consists of 6 employees and the President and COO.

WCSS provides spill preparedness and response support in accordance with regulatory requirements for duty holders and licensees of wells and pipeline that are members in good standing of WCSS in Alberta, NE British Columbia and west central Saskatchewan. Our primary focus is maintaining oil spill response equipment, supporting members when they experience a spill, and for training and exercises, oil spill contingency plans, communications and continuous improvement.

WCSS is currently looking for a President and Chief Operating Officer based out of our Calgary office. The position is responsible for the daily operation of the company and ensuring that the business operations are efficient and effective and create maximum value for our members and stakeholders.

**Responsibilities**:

- Business management including the development and maintenance of corporate systems, finances, policy, legal, human resources, IT, insurance, and facilities
- Leading the WCSS Team, including staff and volunteers
- Overseeing the day-to-day business and affairs of the corporation including maintenance of financial and other records and books of account of the corporation
- Facilitating and documenting, Annual General Meetings and Quarterly Board meetings with guidance from Board Membership
- The preparation and presentation of all proposed programs and budgets, including without limitation, strategic and operational planning, the annual operating budget and audited financial statements
- Acting as a liaison between members of the Co-op, WCSS Executive Sub-Committee, Board of Directors, shareholders, regulators, contractors and stakeholders
- Providing oversight coordinating equipment purchases, maintenance and utilization
- Overseeing WCSS’ communications and training programs
- Ensuring continuous forward momentum through WCSS’ field improvement program and overall company strategy
- Managing the activities of volunteers and ensuring that Co-ops and committees are effectively administered

**Qualifications**:

- A business degree or environmental, petroleum engineering or related experience
- 10 years of progressive leadership experience, leading management teams and volunteers
- Oil and gas experience, considered an asset
- Not-for-profit management experience would be an asset
- 5 - 10 years of experience working with western Canadian energy regulators, suppliers and contractors
- Oil spill preparedness and response experience, considered an asset
- Strong Business and Financial Acumen
- Strong Communication skills using Microsoft-based systems
- Excellent oral and presentation skills
- Demonstrated ability to bridge vision to implemented actions, making critical decisions to progress Company Strategy
- Clean Criminal Record Check and valid Class 5 driver’s license

Pay: From $170,000.00 per year
