We are looking for a Labour Relations professional to support our Human Resources Branch. The Manager Labour relations would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

We are seeking a professional who can
- Provide specialist advice on labour relations matters to human resources practitioners, clients, and senior executives;
- Ensure support to the full cycle collective bargaining process by ensuring mandate preparation, support to bargaining tables, implementation of new collective agreements and strike planning or support to interest arbitration as may be the case;
- Represent the organization in settings, both formal and informal, that require engagement, consultation and negotiations with union representatives and central agencies;
- Support broader organizational activities and projects that require labour and employee relations expertise, including but not limited to policy development, input to HR programs, and training initiatives.

**Education**:
Degree from a recognized university in a field relevant to the work to be performed.

An equivalent combination of experience, education, training and/or experience may be accepted.

**Experience**:

- EX1: Experience in the interpretation of legislation, collective agreements and policies related to Labour Relations in the federal public sector;
- EX2: Experience in working with national level union representatives to resolve issues.
- EX3: Experience preparing briefing notes, case analysis, presentations and correspondence for senior management**
- EX4: Recent* and significant ** experience in providing strategic advice to senior management** on complex** or sensitive labour relations matters in both an operational and corporate context.
- EX5: Experience preparing for and participating in collective bargaining and preparing for and participating in adjudication
- EX6: Experience managing a team (asset)- Recent experience normally refers to having carried out these duties during the past five (5) years.

**Significant experience refers to the complexity and diversity of cases handled and the level of autonomy demonstrated which is normally associated with the performance of the duties for approximately three (3) years.
- **Complex is defined as having provided advice and recommendations on cases relating to at least two (2) of the following characteristics : multidimensional, highly sensitive, affecting many partners or stakeholders, precedent-setting, having a major impact on service or program delivery, in direct fulfilment of department or government priorities
- **Senior Management is defined as Director General or Equivalent and above.**Condition of Employment**:

- K2 Knowledge of current government priorities, trends and challenges related to Human Resources Management within the federal public service and the impacts on labour relations.

Relocation assistance will be determined in accordance with the NRC's directives.

**Compensation**:
From $106,056 to $123,603 per annum.

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
