Position Overview
Prepare various rebate, claim, and refund reports to meet required deadlines. Analyze and reconcile various general ledger accounts. Perform accounting functions for the Finance department.
**Responsibilities**:
**Essential Responsibilities**:
- Account analysis and reconciliation of financial accounts, identify errors/issues, and contact various staff to rectify problems
- Reconcile claims and prepare related journal entries
- Payroll reconciliation to balance and identify outstanding payments from other entities to County of Lambton
- Assist in preparing financial statements (audited and unaudited), reports, accounting transactions in accordance with generally accepted accounting principles (GAAP) and in compliance with provincial reporting standards, corporate administration, and Council policies
- Prepare year end transactions, audit working papers, and various detailed supporting schedules
- Prepare monthly reports and remittances; including but not limited to, HST, employers’ health tax, workers safety insurance board and Ontario Municipal Employees Retirement System, and other benefits
- Identify and drive process improvements, including the creation of standard and ad-hoc reports, tools, or dashboards
- Analyze and ensure accurate financial input from all County departments. Review entries prepared by other municipal staff and adjust as necessary to maintain compliance with government regulations and corporate policies
- Participate in the review, evaluation, development, and implementation of corporate financial systems, ensuring all internal controls are in place and effective
- Actively support Financial Administration Services Department as required

- Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
- Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

**Functional Authority**: Provides direction, consultative services, and advice on accounting related issues to the Finance department and various stakeholders.
**Qualifications**:
Minimum Formal Education
- Three-year community college diploma in Accounting or Business
- Association of Municipal Clerks & Treasurers Municipal Accounting and Finance Certificate considered an asset
Experience
- Three to four years’ related work experience preferably in municipal government, in a computerized financial environment
- Working towards the completion of a CPA designation
- Advanced skills in Microsoft Excel
- Superior analytical, investigative, research, and problem-solving skills
- Excellent written and verbal communication skills
- Good organizational skills with demonstrated ability to work under pressure to meeting competing deadlines
- Ability to function well in a detail, deadline-oriented environment with constant interruptions
- Capability to exercise sound judgement
