**Main Purpose & Function**
The SCADA Technologist is responsible for providing complex technical analytical and advisory work in the Waterand Sewer Divisions, Neighbourhood Energy Utility, Kent Yard, Transfer Station and the Landfill for EngineeringServices. The position maintains industrial controllers, industrial servers, industrial network equipment andtelemetry systems otherwise known as SCADA assets, provides technical expertise and guidance to the SCADAManager and SCADA Supervisor and acts as a technical lead for SCADA related projects. The SCADATechnologist designs, programs, configures, troubleshoot and supports SCADA systems, assists contractors andconsultants with system upgrade projects and new installations, and provides technical support andtroubleshooting for supervisory control and data acquisition (SCADA) related issues.

The position reports to the SCADA Technical Supervisor. The position liaises with internal and externalstakeholders related to work, assists contractors and consultants with system upgrade projects and newinstallations and provides technical expertise and guidance to the SCADA Manager and SCADA Supervisor. Thisposition has constant interaction with SCADA user groups - Design and Operations staff in Water, Sewer, NEU,Kent Yard, Transfer Station and Landfill. The position also coordinates with Information Services staff oncollaborative projects, IT/OT security and troubleshooting.

**Specific Duties & Responsibilities**
- Supports the City’s SCADA infrastructure by providing technical and analytical work in designing, installing,programming, configuring, and troubleshooting of SCADA assets.
- Provides technical guidance and expertise to Engineering Services, Project Managers and Operations,particularly in SCADA design with new technologies for system upgrades and complex troubleshooting.
- Maintains departmental SCADA system assets such as Programmable Logic Controllers (PLC’s), RemoteTerminal Units (RTU’s), Human to Machine Interfaces (HMI’s), configuring Industrial servers and networkequipment, and radio systems.
- Assists departmental operations staff by troubleshooting and resolving SCADA technical issues.
- Assists the SCADA Supervisor in providing technical specifications for all system hardware and software, aswell as reviewing drawings and as-builts.
- Maintains SCADA service requests through Hansen.
- Attends and participates in sight meetings to review scope of work and assessments.
- Works alongside with consultants and contractors for SCADA system upgrades and expansion projects.
- Coordinates information sharing with Engineering Technology Group, Technology Services, Networking,Security and Traffic and Electrical Operations Branch.
- Other duties as assigned

**Qualifications**
Education and Experience:

- Diploma or Degree in Automation & Instrumentation or Industrial Control Systems or Electronics or relatedsound experience of SCADA systems experience, or an equivalent combination of education, training andexperience

Knowledge, Skills and Abilities:

- Knowledge of Industrial control, telemetry and electrical systems used in the Water, Wastewater industry,Industrial Thermal Generation or Refrigeration plant processes along with sustainable design principles andindustry best practices.
- Extensive knowledge of PLC and RTU programming using IEC 61131-3 Programming languages primarilyLadder Logic and Function Block Diagram language.
- Extensive knowledge of HMI programming using.NET and Visual Basic programming structure.
- Extensive knowledge of programming and configuring SCADA serial/ethernet radios.
- Extensive knowledge of configuring Industrial networking equipment including layer 2/3 switches and firewalls.
- Extensive knowledge of interfacing to third party vendors using Industrial Communication Protocols includingMODBUS, DNP3, and BACnet.
- Extensive knowledge of electronics, electrical, IT and personal computers and server based machines includingWindows and Linux based operating systems.
- Extensive knowledge in interfacing to SQL and proprietary databases including third party reporting software.
- Knowledge of onsite field commissioning of upgrades, system expansion or maintenance
