**Salary Range**:$92,153 - $115,189 per annum plus comprehensive benefits

**Hours of work**:35 hours/week
Reporting to the Program Manager of Roads, Design and Construction in the Transportation Division, this position will be responsible for providing technical support during all stages of utility relocation phases and liaise with capital project staff to identify any conflicts with existing utilities and monitor the status of utility relocation works delivered by Utility Asset Owners. You will also be responsible for assisting capital project staff in acquiring the necessary approvals to relocate conflicting utilities and assist in the development/negotiation of cost sharing arrangements/agreements with Utility Asset Owners.
**What you will do in this role**:
The role also requires the management and administration of small to medium sized road projects/contracts, including, but not limited to, Active Transportation, Noise /Retaining Walls, Resurfacings, Low Impact Development, and Demolition Programs. The specialist will aid project managers to avoid delays in the utility relocation phases throughout capital projects. The position is responsible for liaising between Roads Capital projects, other Region departments and external utility providers with respect to utility infrastructure planning and capital plan delivery.
- Develop and implement the changes and enhancements to existing business practices for various initiatives assigned
- Assist the Manager, Program Managers and Project Managers to follow up with utility companies to identify utility conflicts, develop utility composite plan, review PUCC design request, and develop utility relocation drawings
- Establish and manage utility relocation schedules for each utility company and prioritize utility works based on the capital program
- Prepare complex and specialized analytical reports, periodic updates and metrics for various audience with respect to the Roads Capital Program. This includes Council reports, business cases, cost-benefit analysis, technical reviews, public notifications, and vendor performance
- Act as a single point of contact for any utility relocation issues related to Regional transportation projects
- Manage utility coordination at the program level
- Develop and implement Utility Construction Coordination Plan
- Create a comprehensive utility coordination manual
- Liaise with Legal to prepare utility agreements
- Takes the lead on individual utility coordination meetings with utility agencies
- Establish and lead Working Groups between the Region’s respective organizations and utility companies
- Coordinate necessary utility relocations e.g. PUCC permits
- Prepare meeting minutes, completes, or reviews/analyzes engineering design drawings and contract documents in compliance with current road standards
- Draft convincing, professional quality responses and other forms of correspondence related to project inquiries/utility relocation issues by engaging and following up with external utility agencies
- Support Project Managers in ensuring consistency, timeliness, completeness and accuracy of construction project related information across all channels.
- Prepare Requests for Quotations, Tender documents and contract amendments, providing expert advice and direction to Purchasing staff Determines evaluation matrix, undertakes the evaluation of detailed proposals, and conducts analysis for Vendor procurement
- Provide budget estimates and project scheduling to secure funding requirements in the Capital Budget
- Control and monitor project budgets, cashflows, schedules, project costs and tracks/reports on same. Reviews quantities, back-up for progress payments, identifies discrepancies and makes recommendation to resolve same
- Negotiate project changes in scope and related extras to minimize Peel’s financial risk while maintaining the quality and schedule of the project
- Keep up to date with new / changing legislations, standards and regulatory process related to utility relocation
- Prepare and execute communication plans for all appropriate project agencies and stakeholders as required
- Develop and maintain positive relationships, liaises and negotiates with internal groups and external agencies, to resolve project related issues, and obtain all approvals and permits prior to construction
- Attend site meetings, prepares formal meetings notes/minutes and promptly distributes
- Addresses enquiries, complaints and concerns raised by the Public and/or Councillors and prepares draft responses
**What the role requires**:
- Completion of a post-secondary diploma or university degree in Civil Engineering
