Procor Limited manages Canada’s largest private tank car lease fleet and operates an extensive repair network across the country. The fleet has grown to include more than 30,500 special purpose tank and freight cars.

In pursuit of this journey, Procor is currently seeking a Corporate Quality Assurance Manager to join our Repair Services Business Unit, and to be based in the Oakville location.
This position is responsible for administering and managing the quality assurance program to ensure that the shop facilities of Procor Limited and Procor Railcar Repair Services meet all the regulatory, industry and customer requirements related to tank and freight cars work and process.
This position is accountable to the Vice President, Operations, for fulfillment of function, responsibility and authority. The incumbent works closely with Engineering, Purchasing, Service Centres and Field Services, and liaises and cooperates with representatives of all other departments of the company.
Primary Responsibilities:
- Ensures that the North American Quality Assurance (QA) program is followed and implemented at all the repair shop facilities.
- Performs activities necessary to drive quality improvement, assure regulatory compliance, reduce costs and improve productivity throughout the repair network
- Develops, implements and manages process measurement (metrics) systems to measure quality and implement corrective actions for continuous improvement based on data provided
- Maintains effective communications with Customer Service, Engineering and Purchasing personnel, as well as outside customers and federal regulators, to provide support and technical expertise, and troubleshoot quality issues
- Manages the shop QA Supervisors, provides tools/instructions/guidance necessary to them to initiate and maintain quality at the shop level, as well as ensuring these personnel are trained and developed
- Manages the internal audit functions of the quality department at the repair locations to ensure adherence to the QA program, regulatory requirements, as well as focused process audits
- Ensures that repair locations maintain AAR M1002 and M1003 facility certifications
- Participates in and actively supports quality projects and activities and responsible care initiatives to ensure that the Company achieves its goals
- Ensure that all suppliers used by the organization are selected, evaluated and re-evaluated and that records of this assessment are maintained
- Keeping all certificates of authorization, code stamps, welder qualification up-to-date
- Willing to travel to job sites as required
- Willing to work overtime
- Additional related duties as assigned
Desired Skills and Expertise:
- Minimum 5-10 years’ experience in Quality Control/Quality Assurance environment, and at least 5 years in a Management role, in industrial fabrication and/or assembly, related to freight cars or ASME pressure vessels. Prior work experience with special processes such as non-destructive testing, welding, coating valves, post weld heat treating, etc. as well as a strong quality assurance and quality control background is desired
- A bachelor’s degree in Business Administration, Mechanical, Metallurgical or Welding Engineering is strongly preferred
- Familiarity with quality process improvement tools such as 5Y, Fishbone, and PDCA is essential for the performance of root cause analysis and development of corrective/preventive actions as well as investigation of customer complaints and audit findings
- Possess qualifications to meet the requirement to be a lead auditor
- Ability to work effectively within a team environment
- Excellent and proven: communication skills, persuasiveness skills, interpersonal skills, problem-solving skills, organizing and planning skills, numerical and statistical ability, an aptitude for analysis, to meet multiple deadlines and handle multiple tasks within a high-pressure work environment.
