Reporting to the Director of Finance for the Departments of Executive Council/Environment, Energy & Climate Action and Health & Wellness, these Manager positions provide leadership, management and direction in various services that contribute to the effective financial management of the respective Departments, with Health & Wellness specifically the Mental Health & Addictions campus project. These services include planning, budgeting, and forecasting for the assigned Department, as well as contract management, administration and compliance. The Manager provides consultation and assistance to Departmental Directors, Managers and Staff. This is a senior financial management position within the respective Department and is responsible for policy guidance on most fiscal matters including expenditure and revenue initiatives and analysis and consequently, works closely with the Director of Finance on most significant matters.
**Duties will include but are not limited to**:
- Ensure financial reporting is provided in accordance with public sector accounting standards and that financial services are delivered consistent with relevant legislation, Treasury Board Policy and departmental policies and procedures;
- Coordinate, prepare and/or review Treasury Board or Executive Council submissions on all matters related to financial administration
- Provide guidance, advice and assistance to senior officials in the determination of appropriate budget provisions, forecasting practices, financial reporting requirements and management;
- Develop, implement and maintain evaluations and audits on the financial and administrative aspects of departmental programs;
- Oversee the administration of departmental contracts and agreements programs; support federal / provincial contribution agreement relationships;
- Prepare performance and statistical information for departmental/crown corporation programs for use in the Legislature, Ministerial briefing notes, and ad hoc reporting to Senior Management throughout the year;
- Advise and assist with financial project management;
- Other duties as required.
**Minimum Qualifications**:
- Post-secondary degree in business administration or a related field;
- Chartered Professional Accounting Designation is required;
- Considerable financial accounting experience in a complex computerized environment;
- Considerable experience in budgeting, financial planning and administration;
- Experience and knowledge in areas of contract management is required;
- Requires excellent analytical, organizational and interpersonal skills;
- Excellent written and verbal communication skills are required;
- Must have excellent computer skills including excel, Oracle and word processing;
- Must have supervisory experience;
- Knowledge and understanding of all relevant legislation, provincial statutes, and Treasury Board policies and procedures is required;
- Applicants must have a good previous work and attendance record.
