**The Opportunity**:
Reporting to the Manager, Transportation Engineering, this exciting opportunity will supervise the planning, development and operation of camera-based traffic offence programs, as it relates to site selection, onboarding of sites and the installation and maintenance of hardware and software on roadways. You will lead processes and projects to facilitate program expansion activities.
As the Supervisor, Camera-based Enforcement (Planning and Operations) you will oversee the collection and analysis of camera-based enforcement data to make recommendations to support the Region’s road safety action plan, as part of the Region’s comprehensive Road Safety Program, with the goal of eliminating injuries and deaths that occur in our transportation networks.
You will also ensure programs are compliant with legislation, operating agreements, and meet program mandates. You will have the opportunity to maintain relationships with stakeholders including internal partners and area municipalities as part of overall system/program management and to facilitate program expansion.
- You will supervise a Project Coordinator, Engineering Technologists, and students.
- Lead the procurement and administration of vendor contracts for camera-based enforcement programs, as it relates to equipment and software rentals and purchases, installation, and maintenance service agreements. Monitor and ensure contract compliance and performance.
- Build and maintain positive relationships with program stakeholders, including the internal Provincial Offences Act (POA) team, camera-based offences processing team, corporate services, and externally with area municipalities, school boards, schools, provincial authorities, and organizations.
- Supervise program development and delivery, including project management and onboarding of new sites as part of program expansion, and day-to-day maintenance, assessment, and monitoring activities. Ensure equipment is maintained and functioning per specifications and requirements, and for accurate reporting in relation to speed enforcement fines and processing.
- Supervise program evaluation methods/approaches, including the design of models used to support decision-making for site selection, determining priority sites, and other planning. Participate on project teams for traffic engineering and transportation planning studies.
- Establish and evaluate metrics to support data-informed decision-making. Oversee data collection, management, and analysis to assess program performance and the impact on road safety and program objectives.
- Assist the Manager in the development and implementation of long-term plans, onboarding of emerging technologies, and leads road safety action plan initiatives related to camera-based enforcement.
- Participate in and chairs internal and external committees, including the Region’s Camera-Based Offences Steering Table, collaborative efforts with area municipalities, engagement with the Ontario Traffic Council, and involvement in other related working groups. Participate on external technical and professional committees and organizations.
- Prepare reports on program operations and planning for the Planning and Works Committee, Council, management, and internal and external program partners and stakeholders. Conducts presentations to the public, Council, area municipalities, educational institutions, and agencies.
- Submit reporting requirements to the Ministry of Transportation (MTO) for compliance with operating agreements.
