This position is responsible for the overall operation and administration of the Highway Safety Promotion Unit by ensuring effective, efficient and cost-effective delivery of all programs delivered by certified Commercial Vehicle Enforcement Officers, the Motor Vehicle Inspection Officer, and the National Safety Code Auditor. The Manager of Regulatory Programs conducts frontline supervision of the following programs: Commercial Vehicle Inspection, Motor Vehicle Inspection, Salvage Vehicle Inspection, Carrier Management, Driver Education, and the Vehicle Dealership Program.

**Duties will include but are not limited to**:

- Primary task is to provide leadership and direction to Commercial Vehicle Enforcement Staff for the operations of the unit.
- Responsible for researching trending commercial enforcement matters and developing new techniques/solutions to challenges including the preparation of new policies, processes and/or recommendations for regulations.
- Oversee day-to-day organization, co-ordination, and monitoring associated with commercial vehicle enforcement officer workloads, including scheduling, development, performance management and review, coaching/mentoring, and health and safety matters.
- Ensure Commercial Vehicle Enforcement Officers are certified and plan/implement appropriate training programs for new and existing officers.
- Collaborate and participate in national and international professional groups on behalf of the Department (not limited to: Canadian Council of Motor Transport Administrators, Commercial Vehicle Safety Alliance, PEI Trucking Sector Council, and associated working groups).
- Liaise with the RCMP and municipal police forces to conduct roadside checks and collision reconstruction initiatives.
- Manage training and monitoring practices for government weigh-scale operations.
- Manage the Front Axle Decaling Program.
- Manage and oversee all Vehicle Identification Number (VIN) investigations.
- Assist the Insurance Bureau of Canada to identify Vehicle Identification Numbers (VIN) for tampering, theft, or identification investigations.
- Work closely with portable and fixed scale supervisors to manage staff scheduling and officer placement.
- Obtain and maintain the necessary tools and equipment for Enforcement Officers to perform their duties.
- Represent PEI and Canada on a variety of P-T Committees and working groups such as Periotic Commercial Motor Vehicle Inspection Manual Working Group, Canada Vehicle Weights and Dimensions etc.
- Serve as Chair/Co-Chair on international and national committees when requested such as Commercial Vehicle Safety Alliance (CVSA) and Canadian Council of Motor Transport Administrators (CCMTA).
- Other related duties as required.

**Minimum Qualifications**:

- Must have a post-secondary diploma in a related field. (i.e., Automotive, Police Sciences, Law Enforcement, etc.).
- Considerable experience supervising staff and programs.
- Demonstrated equivalencies will be considered.
- Experience delivering and conducting presentations and seminars
- Experience in Road Transportation or Law Enforcement
- Certification of Qualification (Red Seal) as a Truck and Transport Technician or a Heavy-Duty Equipment Technician.
- Must be eligible, and obtain, Peace Officer status if required by the employer.
- An Automotive Service Technician (AST) Red Seal would be considered an asset.
- Must have a valid Prince Edward Island Class 5 driver’s license, provide a current and acceptable driver’s abstract and access to reliable transportation.
- Must be able to obtain and maintain Level 1 Inspector Commercial Vehicle Safety Alliance.
- Knowledge of the Highway Traffic Act, Roads Act and all regulations under both Acts.
- Must have knowledge of the PEI road system and weight restrictions and the Commercial Trucking Industry.
- Must have knowledge of the justice system and be able to work with various levels within this system (i.e., court staff, officials, etc.).
- Must have experience using investigative techniques for gathering information to support the issuance of summary offence tickets.
- Must have a working knowledge of mechanical components of commercial vehicles.
- Must have knowledge of proper police pursuit and road stop techniques.
