Position Summary
Under the general direction of the Chief Information Officer, the Manager, Enterprise GIS Services, is responsible for providing leadership and management for the planning, on-going operation, and support of the City’s enterprise GIS platform including software, solutions, data management, and mapping/analysis services in alignment with corporate strategies, plans, and priorities.

The Manager supports strategic planning, budget development, work planning, human resources, staff development, and change management, and collaborates with internal and external stakeholders to build working relationships that are mutually beneficial.

**KEY DUTIES AND RESPONSIBILITIES**:
Develops and executes a geospatial strategy that takes advantage of emerging trends and collaborates with other business leaders to embed geospatial opportunities in business operational plans and strategies.

Ensure security practices are adhered to and all changes are evaluated in collaboration with IS&T practice, to maintain system integrity and support uninterrupted service delivery.

Lead large scale GIS related projects that affect multiple functions within the organization, interface with different business partners to ensure projects have proper impact, coordinate teams to rollout projects group wide.

Manages talent and financial resources to ensure they are being used effectively, including:

- Preparation and monitoring of budgets for the division and related programs.
- Management of direct reports by assigning work, setting schedules, resolving problems, and identifying appropriate individual goals aligned with individual capabilities, work requirements, and organization’s vision and strategic plans.
- Management of direct reports in accordance with relevant legislation, corporate policies, and procedures.

Other duties as assigned.
Qualifications, Competencies
3-year advanced diploma/degree in geography, geomatics, geosciences, computer science or related field

5-7 years of recent relevant experience in a geographic information systems development environment, including 1 year supervisory

IT Infrastructure Library (ITIL) Certification preferred.
Skills, Abilities, Work Demands
Expert knowledge in the Esri Platform suite including ArcGIS Desktop, ArcGIS Pro, ArcGIS Server/Enterprise, ArcGIS Online.

Ability to anticipate, understand and respond to the needs of internal and external customers

Ability to liaise with and build relationships with internal and external stakeholders

Highly developed analytical and research skills with the ability to formulate solutions to complex issues

Ability to think strategically and deliver results

Ability to manage financial, human, and physical resources

Strong leadership and team building skills, with the ability to prioritize, mentor and manage a team

Ability to lead and motivate staff and provide guidance on strategic, operational, and technical matters

Working knowledge of municipal, provincial, and federal government acts and legislation, including occupational health and safety, employment standards, and human rights act
