Within the COVID 19 Pandemic Response portfolio, the Health Force team is focused on the advancement health human resources (HHR) initiatives focused on building and optimizing health workforce capacity in critical health system areas, supporting priority populations through equitable access to HHR, building a provincial HHR repository/database, maximizing and optimizing health professional recruitment supports, and providing crisis response/system stabilization solutions to HHR challenges.
Here is what you will be doing:
- Overall leadership and accountability for the management of the operations and delivery of dynamic and complex locum programs to support high-need rural and Northern hospitals/communities that are experiencing significant staffing challenges. This includes:- Setting program priorities, standards and ensuring effective operations, customer service, communications, and issues management. Creating, assigning, and overseeing portfolios of hospitals/communities for locum program staff, including making recommendations regarding participation/eligibility, ensuring timely and accurate posting of schedules, communication of program parameters and expectations, and leading ongoing program needs assessments.-
- Leading all aspects of physician payment process, including management level oversight and sign-off of expense and travel time claims as well as liaising with program leadership and the Ministry of Health Financial Management Branch to ensure timely and accurate payments to physicians as part of a regular payment process.-
- Producing and maintaining program status and financial reports for the purpose of monitoring and measuring operational performance, workload, service levels and costs.-
- Oversees consistent and appropriate staff use of locum program IT solutions and databases, records and archiving requirements and data integrity.-
- Leading multiple projects to support program evolution and optimization while also leading ongoing program operations.-
- Articulates and delivers the program’s mandate to physicians, hospitals, communities, and other stakeholders. This includes:- Leading the team in delivering and supporting staffing stabilization plans (short & long-term) for the highest needs hospitals and communities in rural and Northern Ontario. Engaging with agency resources and external partners to support the availability of physician services when issues arise that may impact patient care.-
- Leading the team in delivering all required operational steps in supporting time-sensitive, crisis response situations.-
- Manages a team of assigned staff by:- Overseeing the team-work plan and leading allocation of staff resources and prioritization of workloads, as required.-
- Leading recruitment, retention, management, and development activities for the team, with a focus on acquiring, developing and retaining talent, and in accordance with the principles embedded in Ontario Health’s Equity, Inclusion, Diversity and Anti-Racism Framework.-
- Coaching and prioritizing staff development and engagement to support each team member in achieving high performance, enjoyment at work, and opportunities for career advancement.-
- Acts as a liaison between related program areas and helps to facilitate program collaboration across Ontario Health.-
- As a member of the locum program leadership team, the Team Lead will support program management on all aspects of operations, issues, data, trends and options for program delivery to ensure that program deliverables are achieve within established timeframes and service requirements. This includes:- Investigating, assessing, documenting, and making recommendations on escalated issues, exceptions and solutions regarding physician, hospital, and community program eligibility.-
- Lead the team in developing operational policy recommendations and implementing approved changes to improve overall program performance and operational efficiency.-
- Analyzing and assessing program/community locum needs and usage while proactively making recommendations and proposing solutions for identified trends and issues.-
- Supervises staff on day-to-day operations, procedures, customer service, and performance standards and support management with the coaching and development of program staff.-
- Support the recruitment, retention and development of the team-
- Leading the delivery of presentations, briefing materials, statistical reports and external communications for internal management, the ministry, and other stakeholders.- Here is what you will need to be successful:
Education and Experience- Undergraduate degree in Business Administration, Health Administration or equivalent is required or equivalent healthcare related experience.-
