As such, we welcome talented individuals that have a variety of perspectives, backgrounds, and industry experience who will contribute to the success of our One Parkland team. **Position Title: Project Controls Analyst** **Team and Location: Technical Services - PMO - Burnaby, BC** **Position Summary**: As a member of the refinery’s Project Management Office (PMO) Team, the Project Controls Analyst plays a critical role in the development and execution of the refinery sustaining capital projects. - The refinery’s portfolio of projects is executed predictably and efficiently, as shown through annual project lookbacks and benchmarking; - The Capital and Expense plans and forecasts are frequently monitored and accurate throughout the year; - The Capital Optimisation Stewardship Team (COST is the local portfolio Governance) has the information required to make appropriate portfolio management decisions, such as stopping, pacing or starting projects, and reassigning resources and capital allocations. - Regular interface with internal and external project stakeholders as required, including: Project Managers, Construction Contractors, Finance, Fixed Assets, Procurement and the refinery Management Team. The Refinery Project Management (RPM) process has been developed based on the fundamental principles and best practices presented by the Project Management Institute (PMI) and validated by Independent Projects Analysis (IPA). Specific responsibilities of the Project Controls Analyst span from individual projects to the full refinery portfolio of projects. **Key Responsibilities**: - Maintaining and streamlining the PC work process used in Burnaby and training Project Managers (PMs) and Contractor Superintendents in the local project controls system and reporting expectations. - Facilitating monthly Project Controls health check with PMs on projects >$1M, to ensure PC deliverables and expectations are managed. - Reviewing all projects Approval for Expenditure (AFE) forms for completeness and to verify the assessment of various determinations such as budget allocations and capitalisation rules. - Ensuring the projected cash flow is accurate through year-end and identifies, and reviews variances. This role also manages and prepares year end accruals reports for forwarding to Financial Accounting. - Together with the PMs, maintaining the technical projects database where most of the PC information is hosted. - Leading the monthly Capital Optimisation Stewardship Team (COST) meetings by preparing and presenting portfolio level summaries and forecasts to the refinery leadership team. - Supporting the month end process for Capital and Expense reporting to Parkland Corp. and to the local refinery management. - Supporting the quarterly Supply, Trading & Refining (STaR) reporting and associated communication. - Monthly tracing of service order activity and status (flag for lack of activity over the last 90 days or date past expected completion date) to ensure accuracy of committed amounts and appropriate fund allocation. - Assessing the performance of the project portfolio at least annually, including its competitiveness through benchmarking using the Construction Industry Institute (CII) or Independent Project Analysis Inc. (IPA) and by performing lookbacks on individual projects. - Providing input into the development of the PC solution (Projects Highway) to include contractor performance metrics (i.e. initial estimate, changes, final cost, challenges) and using the information to drive accountability and improvement. - Contribute to the design and evolution of the PMO’s project management tools and to the establishment of the refinery PMO as the Centre of Excellence for Project Management. This includes facilitating multi-disciplinary sessions related to various PM practices. - Facilitating a review and validation of Burnaby “All in one” labour rates annually. - Conducting or coordinating Estimate Assurance (EA) reviews on cost estimates for capital projects >$1M Total Installed Cost (TIC). - Establish a standardised Progress and Performance measurement and Earned Value Management (EVM) process for the refinery’s sustaining capital program. **Qualifications and Skills**: - 5+ years of experience as a Projects Controls Analysts wit
